This position is integral to developing a value-based purchasing (VBP) model to improve maternal health outcomes and requires a robust skill set in data analytics, health economics, quality improvement, and maternal and infant health.

Responsibilities include:
Provide advanced expertise in research design, data analysis, and evaluation to develop, implement, and refine the Transforming Maternal Health (TMaH) Model for the State of Minnesota ensuring the generation of rigorous, action-oriented, and evidence-based recommendations.
Design and deliver high-quality reports, presentations, and data visualizations that communicate complex research and analytic findings to both technical and non-technical audiences, including DHS leadership and staff, health plans, providers, community groups, and professional associations. Disseminate results using community-centered strategies. Oversee and execute contracts supporting the development and maintenance of model data infrastructure.
Develop and execute highly technical, advanced statistical analyses for needs assessment studies, utilization trends, consumer surveys, site visits , focus groups, audits, and outcomes studies. Interpret and communicate findings for technical and non-technical audiences, clearly articulating research methods, analytic approaches, and implications for model implementation and evaluation. Disseminate findings through community-centered strategies that promote transparency, shared learning, and action.
Minimum Qualifications
Three (3) years of demonstrated experience in research methodology that demonstrates extensive knowledge and experience with:
Knowledge of and experience with federally funded maternal health initiatives
Scientific theory, hypothesis testing, survey research techniques, data collection, data manipulation, data transformation and interpretation; analysis, including multiple regression techniques
Knowledge of the development of value-based payment models, risk adjustment methodologies, claims and clinical data analysis
Planning, executing, evaluating, and reporting research results of studies conducted in the medical,
Master's degree or higher in health care administration, health services research, public health or related social science field may substitute for 1 year of professional experience
Preferred Qualifications
Master's or Doctorate Degree in Epidemiology, Health Policy, Health Services Administration, or related Health/Social Science public health, and social sciences
Experience and ability to use SAS/R statistical software and SQL servers
Ability to research and write complex documents including non-technical and technical reports
Understanding of the department's health care purchasing strategies, data systems, and the salient issues regarding provision of maternal and child health services through both managed care and fee-for-service structures
Awareness of the current maternal healthcare system, infrastructure, and partners in the Twin Cities of Minnesota
Experience with mixed methods used to illustrate social, economic, and geographic @context driving improvements in healthcare policy, provision of services, and allocation of resources to improve health outcomes
Excellent oral and written communication skills to give oral presentations to both technical and non-technical audiences
Variety of experiences working effectively with others from different backgrounds and cultures
