Public Facilities Authority (PFA) loan officers and loan officer seniors work directly with city officials, consulting engineers and others to communicate program requirements and procedures, review project proposals and determine appropriate funding sources, ensure adequate local government revenues, monitor project construction, funding disbursements and loan repayments. PFA Senior Loan Officers have primary responsibility for underwriting and compliance review of loan and grant applications, review of monthly disbursement requests, and ongoing loan portfolio monitoring including annual audit reviews. Loan Officers perform the same work tasks, but in a lessor role by assisting and supporting the work of Senior Loan Officers.

This posting may be used to fill multiple positions. This vacancy is being posted at two (2) different levels. Positions will be filled dependent on the qualifications of the successful candidates.
Minimum Qualifications

Loan Officer
Two (2) years* of experience as a municipal finance officer, loan officer, investment banker, financial analyst, or grants analyst.
Associate's degree in finance, accounting, public administration or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor's degree substitutes for one (1) year of experience; master's degree substitutes for eighteen (18) months of experience.
Loan Officer Senior
Three (3) years* of experience as a municipal finance officer, loan officer, investment banker, financial analyst, or grants analyst.
Associate's degree in finance, accounting, public administration or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor's degree substitutes for one (1) year of experience; master's degree substitutes for eighteen (18) months of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following for all levels:
Skill in communication to effectively assist and instruct multiple stakeholders on processes, procedures, and requirements.
Skill in creating and using Excel spreadsheets to track and evaluate data.
Preferred Qualifications
Knowledge of municipal operations including utility management, rate setting, asset management, capital improvement planning.
Knowledge of municipal finance including debt issuance and management, special assessments, audits and financial statements.
Knowledge of infrastructure loan and grant programs.
