This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position provides executive leadership and strategic direction for the Health Care Administration's Health Care Eligibility and Operations (HCEO) division. The Director is responsible for the overall operational management of the functions that support eligibility processing and case management for Minnesota's public health care programs (Medical Assistance and MinnesotaCare). These functions include Health Care Eligibility Systems Support, Consumer Support, Training and Education, Reports and Data, Document Management, Health Care Billing, MinnesotaCare Program Integrity, In-person customer service, Managed Care Enrollment, Operations Readiness, Data and Reports.

The Director ensures that HCEO delivers accurate, timely, and compliant eligibility and operational services while fostering strong partnerships with counties, tribal governments, and internal stakeholders. This role is accountable for leading a large, complex division through ongoing change, strengthening operational infrastructure, and ensuring the division's systems, processes, and workforce are positioned to meet current and future demands.

Minimum Qualifications

3 years of leadership experience managing health care programs, including strategic planning and directing the work of staff.

Experience demonstrates:

Extensive knowledge of Minnesota Health Care Programs (MHCP), including eligibility policy, service delivery systems, and federal/state regulatory frameworks.

Deep understanding of public health insurance operations, Medicaid, CHIP, and MinnesotaCare program requirements, and intergovernmental service models.

Experience working in major IT systems implementation or ongoing operations.

Expertise in program integrity, fraud prevention strategies, and compliance monitoring across large-scale health care systems.

Management of operational teams or projects.

Preferred Qualifications

Proficient in project management, resource allocation, and continuous improvement methodologies.

High-level proficiency in interpreting and applying legal, fiscal, and policy guidance to operational @contexts.

Strong analytical and decision-making skills with the ability to interpret complex data, policy impacts, and operational trends.

Exceptional communication and stakeholder engagement skills.

Experience managing customer service teams.

Skilled in conflict resolution, negotiation, and consensus-building across diverse stakeholder groups.

Variety of experiences working effectively with others from different backgrounds and cultures.
