Summary You will serve as a FACILITY OPERATIONS SPECIALIST in the U.S. Naval Observatory of NAVOBSERV. Responsibilities You will function as the NOFS facilities manager and will serve as the primary liaison between NOFS and NAFEC/NAVFAC. You will act as the on-site authority during any facilities-related crisis or emergency, providing expert guidance to leadership and staff in accordance with regulatory and agency protocols. You will execute safety policies that include maintenance safety plans, laser safety plans, electrical safety plans, and all instructions related to personnel safety. You will manage and coordinate visitor access in alignment with USNO and NAFEC policy. You will organize evacuations, base closures, document and oversee base-wide shut-down procedures on behalf of the USNO Deputy Superintendent. You will manage multiple contracting actions of various @types supporting mission requirements. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in Facilities & Safety Management: Deep knowledge of building management, maintenance, environmental regulations, and safety policies, specifically including OSHA and Navy safety instructions. Experience in Physical Security: Thorough understanding of DoD and DoN physical security programs, including access control, visitor management, and lock/key custodian responsibilities. Experience in Logistics & Administration: Experience with government logistics, including equipment inventory, hazardous material handling, and the Defense Reutilization and Marketing Office (DRMO) process. Experience in Contract Management: Capability to serve as a Contracting Officer's Representative (COR), including developing technical requirements and overseeing contractor performance. Experience in Independent Judgment: A demonstrated ability to interpret and apply a wide range of conflicting and often incomplete guidelines from DoD, DoN, and other agencies to make sound decisions.
