Summary The primary purpose of this position is to provide real estate, property management, and health system business management expertise to the Division Chief, Property Management (PM) and the Chief, Office of Strategic Facility and Master Planning (SFMP) by overseeing accounting, management analysis, and administrative guidance regarding the operation of assets at the VA Greater Los Angeles Healthcare System (GLA). Responsibilities DUTIES INCLUDE: The individual in this role will perform duties directly contributing to the administrative management of the facility health care delivery system, and is responsible for planning, organizing, developing, managing, and evaluating the medical center's property management program in a manner consistent with the West Los Angeles Leasing Act of 2016 as well as GLA's commitment to prioritizing land use that principally benefits Veterans and their families. These duties require the ability to apply the specialized principles and practices of health care management in leading the facility's healthcare and property management business practices. The individual in this role provides health system business management expertise, accounting, management analysis, and administrative guidance. Provides direct supervision for the following positions: Program Specialists, Consumer Affairs Specialist, and Special Assistant. Ensures subordinates' projects are initiated, planned, executed, monitored, and closed within established terms, time frames, and budgets. The Supervisory Health Systems Specialist also serves as primary liaison for SFMP responsibilities related to the VAGLAHS Community Based Outpatient Clinics (CBOCs) and Ambulatory Care Centers (ACCs). The position will provide research and coordination support to the health system's planning initiatives and consult with GLA executives and managers to define business practices and marketing objectives that promote the interests of GLA in both its clinical and land asset endeavors. Since GLA property assets are used by Veterans, VA employees, and members of the community, the individual in this role will be required to take into consideration the perspective and interests of each of these stakeholders in making recommendations. In doing so, the individual may consider the possibility of entering into and overseeing a relationship with an outside organization that may have additional expertise in operating the day-to-day business of these assets while ensuring all property decisions principally benefit Veterans and their families. The individual in this role will conduct public speaking to interested Veterans groups, media, health organizations, production companies, and civic agencies. The individual in this role collaborates with Fiscal staff, Administrative Officers, Engineering Employees, Budget Analysts, and ancillary service departments to review and analyze third-party land use agreements as well as contractual relationships related to the CBOCs and ACCs. The individual provides information and guidance to the Division Chief, PM and Chief, SFMP to improve department accountability and availability of timely data for management's decision-making. The individual gathers information for assigned programs and reviews budget formulations and workload analysis submissions. This may include cost analysis, evaluating financial trends, and tracking of contracts and expenditure trends. Develops accounting mechanisms for all asset programs and updates business plans regularly. The position will work with other department staff to develop refined mechanisms for issuing and tracking bills and receivables. The individual in this role supervises and manages employees assigned to Property Management and several PM appointments, as projects require, performing work on behalf of GLA's Office of Strategic, Facility and Master Planning. Provides administrative and technical supervision necessary for accomplishing the work of the service. The individual in this role performs within the @context of broadly stated program goals and objectives and receives only general administrative direction with wide latitude for independent judgment. As the supervisor, the individual directs subordinates toward accomplishing specific tasks in support of the VAGLAHCS mission.
