The primary purpose of the GS-09 position: This is a developmental position with known promotion to potential to the target position of Work/Life Consultant, GS-0101-11 Responsibilities Summary Continued The primary purpose of the GS-11 position: To plan, implement, administer, and counsel units and their leadership on individual, family, and community issues including but not limited to career assistance, transition, relocation, family, and other work/life service and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families. DUTIES Assess needs and provides continuing work/life services to leadership, organizations, and serviced populations within assigned unites in the A&FRC. Develops, implements, and manages installation work/life services programs, establishing goals, objectives, and procedures in accordance with applicable state and DoD, Air Force and other federal guidance, regulations, and laws. Consults with on- and off site community leadership officials on work/life and related issues. Designs and establishes marketing and public relations strategies to ensure target populations are informed of services and activities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 101 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of Social Services Delivery Systems, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of and experience in applying a wide range of concepts, principles, and theories relating to one or more of the social or behavioral science fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests. Comprehensive and practical knowledge of individual agencies' policies and procedures and well-developed skills in working with social service delivery systems in the local community, including establishing agreements with individual agencies. GS-09 FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Skill in conducting interviews to establish the nature and extent of concerns/issues, provide assistance in developing goals and plans, and determine appropriate referral services/options when frequently there is difficulty in determing clients' needs or wants or in convincing them to accept that problems exist. Skill in establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families, leadership of organizations, and with program representatives and officials Ability to assess and measure organizations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans and tools to address such issues Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
