Summary This position serves as the Administrative Officer for the Police Service at Bath VA Medical Center located in Bath, Steuben County, New York. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major Duties: Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Responsible for personnel administration that includes knowledge of personnel operations, position classification, grievance procedures, performance standards, and disciplinary actions. Incumbent is responsible for constant surveillance, evaluation, and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. Reviews requests within the service to verify their needs and ensure that each section receives the appropriate share of the funds and resources available. Gathers and analyzes budget needs of the VA Police Service for the Medial Center and supervises all phases of budgeting within administrative requirements. Responsible for formulation and execution of annual budget including supplies, equipment, and all other general operating expenses. Manages procurement and contracting for VA Police Service. This includes preparing procurement requests, evaluating proposals for work, acting as a Contracting Officer's Representative (COR) for procurement, and/or maintaining procurement and contract records. Prepares and reviews purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office. Qualifications For GS-7: Possess at least one (1) full year of specialized experience equivalent to the GS-5 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning personnel processes and procedures; and coordinating with management to control purchasing and use of supplies. OR Possess a successfully completed one full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR Possess an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. OR Superior Academic Achievement at the GS-7 level: (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying.
