Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for thework product.Essential Duties:Transportation Engineer II and III Assists Area Engineers with construction contract administration matters.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects.Analyzes and assists in the resolution of contract problems and disputes.May serve as a lead worker and the related tasks.Reviews shop drawings prepared by fabricators for bridges and related structures.Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects.Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects.Transportation Engineer IV (in addition to the duties listed above)Chairs or serves as a member of a contract selection team.Conducts final inspections on completed construction projects.Coordinates and monitors consultant contracts related projects.Serves as a project manager overseeing consultants performing advanced and complex engineering work.Develops and reviews engineering related documents, correspondence, reports and remediation plans.Leads/Trains professional and administrative staff.Trains engineering staff.Transportation Engineer V (in addition to the duties listed above)Assists Project Managers to establish realistic and achievable schedule baselines for advanced and highly complex projects.Develops and supports implementation activities for new methods, procedures, and technologies.Provides technical information and guidance regarding innovative and experimental technologies to departmental personnel.Analyzes and recommends approval for modifications to highway maintenance contracts.Chairs or serves as a member of a contract selection team.Coordinates maintenance matters with Area Engineers.Coordinates phases of preliminary design and revisions in PSE with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.Coordinates with Area Engineers and reviews area office contract submissions.Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties.Develops and reviews engineering related documents, correspondence, reports and remediation plans.Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.Oversees construction and audit records.Oversees final acceptance of federally exempt construction projects.Oversees the external Equal Employment Opportunity program for construction contract work; monitors on-the-job training and theDisadvantaged Business Enterprise and Small Business Enterprise programs.Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution.Performs and coordinates the review and processing of Plans, Specifications Estimates (PSE) submission, special specifications or special provisions.Recommends practices and procedures for Critical Path Method scheduling, project changes, budgeting, resourcing and baseline management.Reviews contracts and related documents for execution.May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members career conversations; and approving leave requests to ensure operations coverage.
