Summary You will serve as the Department of the Navy's foremost subject matter expert for Human Intelligence (HUMINT), Counterintelligence (CI), and Foreign Materiel (FM) reporting directly to the Chief of Naval Intelligence (CNI). Your primary mission is to provide expert advice, coordination, and advocacy for these critical programs across the Naval Intelligence Enterprise and the broader Intelligence Community (IC). Responsibilities You will guide the development of full-spectrum CI, HUMINT, and FM capabilities to meet strategic intelligence requirements. You will collaborate with the Office of the Chief of Naval Operations, Headquarters Marine Corps, Department of War intelligence agencies, Geographic Combatant Commands, and the Office of the Undersecretary of War for Intelligence and Security. You will identify intelligence gaps to prioritize CI, HUMINT, and FM investments. Advise senior Department of the Navy (DON) leadership on resource allocation and budget guidance. You will serve as the DON's functional manager for CI and HUMINT, supporting the CNI with policy development and mission oversight to continuously improve performance and enhance integration between all components executing these activities. You will assess DON CI/HUMINT plans, capabilities, and resource needs, making recommendations for action to the CNI and will coordinate and represent the DON's official position on these issues across the intelligence community. Experience in planning and managing highly complex intelligence programs related to CI, HUMINT, and FM. TQ 3. Expert ability to plan, lead, and coordinate complex activities with major implications for the DON, DoW, and IC, including a proven ability to build partnerships. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is in the Defense Intelligence Senior Level (DISL) position. DISL positions may include some supervisory and related managerial duties, provided that these duties occupy less than 25 percent of the incumbent's time. DISL members are independent advisors or technical experts and do not involve fundamental research and development responsibilities. DISL positions are in the excepted service. This position is not covered by the Department of Defense Priority Placement Program.
