The Minnesota Bureau of Criminal Apprehension (BCA) is seeking a Vendor/Agency Process Analyst within the division's technology section, Minnesota Justice Information Services (MNJIS). This position exists to provide professional, technical, and business services, analysis, and oversight as well as coordination and support in the maintenance and operation of the BCA's processes for onboarding and change management with agency and third party-vendor integration partners. The incumbent hired into this role will collaborate with BCA stakeholders and clients to meet the goals and objectives of the BCA.
Examples of responsibilities:
Design, improve, and maintain streamlined processes that support agency onboarding and ongoing management, while guiding smooth transitions and change management for MNJIS technology products and services.
Oversee and enhance inventory systems and vendor partnerships that support Minnesota's criminal justice agencies, ensuring strong collaboration and operational excellence.
Serve as a key liaison between the BCA, partner agencies, and vendors by translating technical information, communicating policy updates, and supporting successful technology upgrades.
This position is eligible to telework up to two (2) days per week. There may be some travel required for occasional conferences, site visits, or offsite meetings.

Minimum Qualifications

Three (3) years of work experience doing the following:
Process mapping and improvement, using frameworks such as LEAN, TQM, and SIX Sigma.
Collecting and managing sets of accurate standardized data using tools such as Excel, including data importation, cleanup, and use of statistical, logical, and text formulas, and analyzing and reporting data via techniques such as queries and pivot tables.
Project coordination or management including developing a work-breakdown structure, estimation, and status tracking and reporting.
Communicating with groups of customers and stakeholders to understand their needs and challenges.
Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
Preferred Qualifications
Bachelor's degree in social science field with focus on quantitative methods.
Basic understanding of technology, including information security, network architecture, data communications protocols, computer architectures and technologies, and network equipment.
Strong writing and verbal skills, including explaining technical concepts to lay audiences, creating process documentation, and giving presentations.
Experience with criminal justice data, processes, technology, and organizations.
Excellent customer service skills.
Initiative in overcoming obstacles.
Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
