The Project Implementation Director serves as the project director for the implementation of large-scale Medicaid initiatives such as the implementation of eligibility and enrollment provisions of H.R. 1. The position provides strategic leadership and coordination for the rollout of human services programs and initiatives. This role is responsible for translating high-level policy and program decisions into actionable implementation plans that align with organizational goals and stakeholder needs.
Working across divisions and agencies, the Project Implementation Director directs the implementation and ongoing operations of high-priority, complex projects-many of which are designated as top priorities by the Governor and the DHS Commissioner. The coordinator works directly with the Governor's Office, Minnesota Management and Budget, DCYF and other state agencies necessary for the success of these projects. The coordinator manages budgets, timelines and resources, ensures effective collaboration among internal and external partners, and drives strategic alignment across stakeholders. The role supports the development of program guidelines, contributes to legislative and policy discussions, and facilitates feedback loops to refine initiatives prior to launch. The coordinator leads and directs leads and directs interdisciplinary teams, aligning data, processes, and resources to implement these project initiatives, like HR 1 implementation.
Technology plays a critical role in this position, as this position partners with MNIT teams to align program implementation with system capabilities, data flows, and digital infrastructure. The incumbent ensures that technology solutions support program goals, comply with regulatory requirements, and enhance service delivery. This includes coordinating with system architects, businesses analysts, and vendors to integrate platform such as METS, MMIS, and MAXIS, into program planning and execution. Serving as a key liaison between executive leadership, program teams, technical experts, and stakeholders, they will navigate political, operational, and technological considerations, represent the organization in high-level discussions, and help drive successful, sustainable program outcomes.
Minimum Qualifications
Four years of specialized professional experience working within the Minnesota's Medicaid program.
Experience must demonstrate:
Expert-level knowledge of federal and state laws, regulations, and funding structures.
Strategic planning, organizational change, and the negotiation of complex, politically sensitive agreements
Preferred Qualifications
Experience working in Medicaid eligibility policy and operations.
Understanding of public administration, policy development, and high-level decision-making.
Creative problem-solver and skilled communicator, capable of navigating sensitive managerial issues, conflicting priorities, and cross-agency dynamics with tact and efficiency.
Ability to build consensus, resolve conflicts, and represent the agency in high-stakes environments.
Ability to conceptualize at an enterprise level, build infrastructure, and guide long-term planning efforts that align with agency mission and Medicaid reform goals.
Variety of experiences working effectively with others from different backgrounds and cultures.
