Summary This position is located in the Treasury Inspector General for Tax Administration (TIGTA), Office of Mission Support. As a Supervisory Financial Manager (Director, Finance and Procurement Services), you will serve as the Deputy Chief Financial Officer for TIGTA and is responsible for overseeing TIGTA's finances. Responsibilities As a Supervisory Financial Manager (Director, Finance and Procurement Services), you will: Serve as principal financial advisor to the Deputy Inspector General for Mission Support/Chief Financial Officer and is the technical expert on all financial matters relating to the enterprise-wide operation of TIGTA. Plan and direct the formulation and presentation of TIGTA's budget in conformance with the Department of the Treasury and the Office of Management and Budget requirements and criteria. Advise management officials throughout TIGTA on major budget formulation and execution decisions. Leads TIGTA's acquisition process, ensuring alignment with mission goals and strategy, policy, monitoring of program performance measures, and compliance with regulations for efficiency and competition. Direct the development, implementation, and execution of TIGTA's Strategic Plan to include organizational performance. Exercise supervisory personnel management responsibilities. Direct, coordinate, and oversee the work of Finance and Procurement through subordinate supervisors. Qualifications You must meet the following requirements by the closing date of this announcement. Specialized Experience: Specialized experience for the GS-15 is one year (52 weeks) of experience at the GS-14 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position which include: -Conducting budget formulation and execution for an agency/organization; AND -Developing budget plans and justification to support an agency's/organization's funding request; AND -Conducting rigorous financial analyses and actively overseeing the fiscal performance of an agency's/organization's budget; AND -Analyzing information and providing recommendations on the formulation, establishment, or modification of agency/organization wide programs objectives, strategic and operational plans, and/or policies relating to financial management; AND -Monitoring and evaluating administrative functions, such as: accounting, procurement, internal controls, and risk management; AND -Leading, directing, and/or coordinating work of staff. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
