This position will work in the Stormwater Division of the Planning and Development Department and will serve as the Supervisor of the SCM Construction and Maintenance Program. The primary purpose of this position is to ensure compliance with the construction and maintenance of stormwater control measures regulations concerning development activities from rezoning through as-built reviews. It requires a thorough knowledge of hydrology, hydraulics, stormwater control measures (SCMs), regulatory requirements, including the review of proposed requirements. Vision, planning, organization, and leadership abilities are all essential for continuous process improvements, updates to protocols / requirements /ordinances, and successful outcomes. Excellent customer service skills as well as strong verbal and written communication skills are needed for routine communication with staff as well as internal and external customers. Field inspections of SCMs are conducted for construction and as-built drawing/certification acceptance. Solid project management and administrative skills are required to track multiple projects, document project status, and keep projects progressing. Working knowledge of databases (Excel/Access) and ArcGIS are needed in the fulfillment of job duties. Other duties include policy development, ordinance revisions, contract development, hosting seminars, performance measure reporting, overseeing annual reports, providing administrative, technical, and contractual support, making presentations, attending meetings, conduct training, technical manual development, and other duties as assigned.
Devoted to providing paraprofessional engineering support, inspection, and professional civil engineering review on storm water for development projects in the Stormwater Development Review Group in the Planning and Development Department. An incumbent serves as a second level or higher supervisor and has middle management level responsibilities. Makes interpretive decisions on behalf of the organization regarding the means for executing the goals established by the relevant executives and governing body subject to constraints imposed by available technology and resources. Such interpretive decisions provide @context for the work to be accomplished by subordinates supervised within the units managed.
Responsible for supervising engineering staff; serving as a lead for construction and project management on large, complex projects, and/or multiple projects; leading and supervising the development of design and technical specifications; coordinating and leading construction and development plan reviews and inspections; preparing complex technical plans and reports; supervising procurement processes.
Duties/Responsibilities
Oversees complex development stormwater projects based on City and client needs and expectations; attends project meetings, coordinates design for in-house projects or oversees contractors; and ensures that project operations comply with contract specifications, and applicable laws, policies and procedures.
Performs quality assurance and project monitoring duties; inspects projects on site; creates, manages, and tracks schedules and project performance metrics; selects and approves materials; identifies and manages risk and other project issues; and communicates unresolved issues to upper management.
Develops project budgets, to include developing budget summaries, monitoring expenditures, reviewing and approving payment requests, processing change orders, reviewing and processing invoices and purchase orders, resolving discrepancies, and making budget-related recommendations to project stakeholders. Work also involves managing project grants.
Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders.
Collaborates with design and other consultants, general and special trades contractors, architects, Construction Manager at Risk contractors, City Attorney staff, and other City departments, and external agencies; develops and makes presentations to City Council, as assigned; oversees project operations; resolves issues and mitigates project risks; negotiates contracts; and provides technical and general information.
Minimum Qualifications & Experience
Bachelor's degree in engineering, building construction, construction management, architecture, design or a directly related field.
Five years of construction project management experience.
A valid North Carolina Class C Driver's License with a satisfactory driving record.
