GENERAL DESCRIPTION:
Under general supervision, this position helps connect Wyoming's employers with qualified job seekersby providing excellent customer service, employment guidance, and access to training resources. This role works closely with businesses to understand and fill workforce needs while promoting and coordinating the full range of Department of Workforce Services programs and services.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Manages participant caseload and accurately documents performance and services to participants by entering all relevant and required services and notes into the management information system, and in other systems as needed. Creates, maintains, and updates customer Individual Responsibility Plan (IRP) for TANF/POWER participants, as appropriate, and develops methods to facilitate participant employment development based upon the participants' marketable skills.
Performs a variety of assessment, vocational counseling, and workforce development duties associated with the employability development of participants. Facilitates and develops a plan appropriate to participants in caseload, monitors customer evaluations in conjunction with supervisor to suggest updates or changes to individualized plans for participants, researches current labor market trends so as to appropriately answer customer questions and concerns with the plan set forth.
Provides guidance to participants regarding work history, education, interests, abilities, and other relevant variables affecting participants' employability. Facilitates participants' interest in work-based learning opportunities, which may include, but may not be limited to, work experiences, pre-apprenticeships, apprenticeships, and on-the-job training opportunities. Arranges for supportive services to the customer, as available and necessary, and coordinates counseling and support activities, as needed and appropriate.
Maintains knowledge of human resource industry trends and employment legislation; knowledge of the industry trends and national, state, and local economies; and knowledge of career pathways with the region to facilitate the development of a pipeline of skills adequate for the regional industry.
Collaborates with workforce investment partners to maintain linkage between human and economic development in the region. Facilitates discussions with community partners to encourage their participation and collaboration in WIOA programs, services, and/or job development needs. Attends meetings and events to assist with and promote economic development in the area.
Participates in job fairs, community functions, and vendor booths sponsored by employers. Assists in developing materials for employer relations programs and services. Present or assist with presentations to job seekers, businesses, and other partners as needed.
Uses electronic databases and programs to retrieve labor market information to provide information and assistance to job seekers, employers, and economic development entities.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
Preference may be given to candidates with experience working in federal programs.
Preference may be given to candidates with customer service experience.
Preference may be given to candidates with experience building and maintaining relationships with community partners.
**Must have a valid driver's license.
KNOWLEDGE:
Knowledge of state and federal rules, regulations, and statutes relative to employment and training
Knowledge of departmental policies and procedures
Knowledge of labor market information in the local area as well as statewide
Knowledge of area partners and service providers, and how to coordinate with them to provide quality services and referrals
Knowledge of administering and interpreting various intelligence, interest, skills, and proficiency tests
Knowledge of public speaking and record-keeping
Knowledge of how to establish appropriate rapport with other agencies, case workers, businesses, applicants, and government agencies
Knowledge and use of tests and other assessment tools to assist customers in determining occupational and career choices
Ability to work with community members and leaders to promote economic development in the area.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business or Human Services)
Experience:
0-1 year of progressive work experience (typically in Business or Human Services)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Business or Human Services)
