District Recruitment for Vernon Parish:
The overall function of this position is to assist in the activities of the Project Engineer's office. This position is located in District 08/Unit 248 of the Department of Transportation and Development and reports directly to an Engineer 6. The incumbent must be self-motivated, be able to perform duties with minimal supervision, and also be able to interpret unforeseen conditions as they may arise on projects. The incumbent will participate in DOTD structured training programs as appropriate as well as attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. Performs leadership duties in assisting subordinates on assigned projects in sampling and testing of construction items.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
Possession of a high school diploma or GED plus five years of experience in construction inspection or experience in the maintenance of public streets, roads, bridges, highways, or associated structures; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus five years of experience in construction inspection or experience in the maintenance of public streets, roads, bridges, highways, or associated structures; OR
Thirty semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR
A bachelor's degree in engineering, engineering technology, construction management, or construction technology; OR
Possession of an engineer intern certificate.

Job Duties and Other Information
Job Duties:
Incumbent has direct supervision of personnel inspecting various aspects of contractors' work such as earthwork, structural concrete, asphalt paving, etc.
Collaborate with contractors' personnel in scheduling of work to ensure high quality inspection and completion of projects.
Incumbent collects and compiles information for final quantities and prepares final estimates.
Maintains records and test reports for submittal of the Audit of Testing & Materials (ATM) on completed projects.
Reviews plans and specifications for construction methods; and provides input for the preparation of plans, specifications, and survey data for projects under the direction of the engineer.
Documents subordinate performance for use in preparation of the employee Continuous Performance Management (CPM) as well as conducts intermediate counseling sessions as necessary.
Directing, sampling, and testing materials, observing and supervising the construction of complex highway construction projects.
Assigning daily work duties to subordinates and advising priorities, under direction of the Project Engineer, and approving leave for subordinates.
Verifies and approves partial estimate payments to contractors, plan changes, and payrolls in the absence of the engineer.
May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
May be required to perform duties in extreme weather conditions.
Position-Specific Details:
Appointment Type: Promotional, only open to current permanent classified employees of DOTD.
Work Schedule: Monday-Friday from 7:00AM to 3:30PM.
