The Iowa Department of Administrative Services is seeking a Procurement Attorney to join our Labor and Legal Services Team. This role offers the opportunity to provide high-impact legal guidance that supports enterprise-wide purchasing, contracting, and compliance efforts across state government.
About the Role:
Reporting to the DAS General Counsel Supervisor, this position primarily partners with the Central Procurement and Fleet Enterprise to deliver advanced-level legal counsel on complex procurement matters. The Procurement Attorney serves as a trusted advisor to agency leadership and collaborates with internal partners to ensure transparent, compliant, and effective contracting processes that support the State of Iowa's mission.
What You'll Do
Provide legal review and guidance on requests for bids, proposals, and information (RFBs, RFPs, RFIs)
Draft and interpret contract terms and conditions for goods and services agreements
Analyze vendor exceptions and negotiate contract language as needed
Advise on statutory, regulatory, and policy compliance, including open records matters
Serve in an advisory capacity to agency leadership on complex legal issues
Coordinate with the Attorney General's Office on procurement-related matters
Offer legal support in additional subject areas as business needs arise
May provide lead direction or mentorship to other legal staff

Possession of a law degree from an accredited institution.
Minimum Qualification Requirements
Graduation from an accredited law school and the equivalent of five years of full-time successful and responsible experience in the practice of law;
OR
the equivalent of three years of full-time experience in the practice of law in the employing agency shall be considered as qualifying experience.
