This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list.
The Iowa Insurance Division is currently seeking anAttorney 3 to join the Market Regulation Bureau.
The Attorney 3 will be responsible for the following duties:
Serve as primary reviewer and approver of securities product registration filings received from issuers through the North American Securities Administrators Association's (NASAA) Electronic Filing Depository. Types of product filings/exemptions include mutual funds and unit investment trusts.
Perform legal review & analysis of regulatory filings ensuring compliance with applicable laws and administrative rules.
Review and approve initial and renewal filings of all Direct Participation Programs or DPPs. This includes Real Estate Programs, Equipment Leasing Programs, Oil and Gas Programs, Commodity Pool Programs, Business Development Companies, Non Exchange Traded REITs (Real Estate Investment Trusts), REITs, Common Stock, Debt Offerings and Ethanol and Biodiesel Offerings among others.
Conduct field and desk examinations of investment advisers and securities broker/dealer offices located within and outside the State of Iowa, to ensure compliance with the Iowa laws and administrative rules.
Assist with investigations into allegations of misconduct reported to our office or identified through examination activity.
Work in concert with the Insurance Commissioner and Deputy Insurance Commissioner to develop and promote model laws and collaborative regulatory frameworks and actions.
Respond to written and verbal requests from the industry for general or informal information as to the requirements of Securities laws and regulations.

Selectives
354 Law Degree:
Possession of a law degree from an accredited institution.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
Graduation from an accredited school of law, and experience equal to five years of full-time work in the practice of law; not including experience as a law clerk.
Current, continuous experience in the state executive branch that includes three years of full-time work with the employing agency in the practice of law; not including experience as a law clerk.
