About this Job
The Office of State Resources (OSTR) is responsible for the stewardship, administration and strategic management of Louisiana's publicly owned land, mineral, water and subsurface assets for energy-related development. At the direction of the State Mineral and Energy Board (SMEB), the Office supports the full lifecycle of public resource management - beginning with the initial bid and contract evaluation, negotiation and title verification.
The Land Manager oversees personnel while also contributing directly to lease maintenance and ownership functions within the Land Administration Section. This role is responsible for ensuring the accuracy and completeness of ownership documentation related to state mineral leases, including leases, assignments, subleases, operating agreements, amendments, royalty reports, plats, releases, and public resolutions. The position involves reviewing title and working interest ownership, analyzing legal instruments related to ownership transfers, and verifying information uploaded to internal filing systems. A strong understanding of legal and technical terminology, as well as proficiency in systems such as SONRIS, document imaging, and GIS, is essential.
In addition, the Land Manager prepares and circulates the monthly Docket Review Report for Mineral and Energy Board meetings and addresses related inquiries from board members and leadership. The role includes attending board meetings and state lease sales, assisting with data intake and resolution execution, and managing ongoing administrative tasks such as ownership rebuilds, lease holder lists, and website and document imaging maintenance. The position also supports the development of policies, procedures, and standards for the Land Administration Section, working independently with oversight from the Petroleum Lands Director.
Minimum Qualifications
Seven years of experience in property and land rights acquisition, appraisals, or relocation assistance; land title research or abstracting, land surveying or cadastral work; or oil and gas lease negotiations or land work involving plotting and location of well sites and access routes; OR
Six years of full-time work experience in any field plus four years of experience in property and land rights acquisition, appraisals, or relocation assistance; land title research or abstracting, land surveying or cadastral work; or oil and gas lease negotiations or land work involving plotting and location of well sites and access routes; OR
A bachelor's degree plus four years of experience in property and land rights acquisition, appraisals, or relocation assistance; land title research or abstracting, land surveying or cadastral work; or oil and gas lease negotiations or land work involving plotting and location of well sites and access routes.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
The Land Manager position is located in the Land Administration Division within the Office of State Resources in Baton Rouge, LA. The incumbent reports to the Petroleum Lands Director and has 3 direct subordinates.
Duties and responsibilities include, but are not limited to the following:
Supervises, monitors and reviews the processes involved in reviewing the aforementioned ownership documents and inputting the appropriate information into our software systems and internal filing system. Responsible for personnel management, including recommendations for hiring, training, promotions, performance reviews, and approval of leave requests.
Review documents and prepare monthly Docket Review Report and docket book for Board Members, staff and industry, check log, docket log, after lease sale reports, resolutions and lease sale figures for news press release.
Develop and maintain a professional, businesslike relationship with co-workers and industry professionals, being attorneys, geologists, landmen and working interest owners for the purpose of providing information used at monthly lease sale, as well as for partial releases, releases, staff reports and resolutions to be prepared prior to and after lease sale. Ensure that partial releases/releases, rental payments, deferred development payments, In Lieu Royalty (Shut In) payments are received timely and entered into our software systems and internal filing system.
Interact with other state agencies, state mineral lessees, professionals from the private sector and the oil and gas industry regarding procedures for mineral leasing or transferring mineral interests in their respective properties, obtaining an interest in state mineral leases or operating agreements and agreements which may affect state mineral leases or operating agreements, including, but not limited to, statutory law requirements, form of lease or operating agreement required, other required documentation and the necessity for State Mineral and Energy Board approval of transfers or leases.
Propose, and implement when necessary, new methods of processing transfers of interests in state mineral leases and operating agreements, of analyzing and processing items requiring advertisement and approval by the State Mineral and Energy Board and interfacing with other sections, divisions, and governmental agencies on a day-to-day basis with regard to providing information derived from section activities.
Attends State Mineral and Energy Board and State Lease Sale meetings and ensures that information associated with awarded leases is accurately and timely entered into our software systems and internal filing system.
Other duties as assigned by the Petroleum Lands Director or Executive Director of the Office of State Resources.
