The Department of Transitional Assistance (DTA) is seeking detail-oriented leaders for the position of Assistant Director of Quality Improvement. The ideal candidate will plan, manage, coordinate, monitor and evaluate DTA quality improvement processes while directing and overseeing daily program operations of the Quality Improvement (QI) Unit. DTA attracts people passionate about public service, who love to work in a fast-paced environment, and who are committed to diversity, equity, and inclusion._ /Duties and Responsibilities (these duties are a general summary and not all inclusive):/ · Design and lead the Quality Improvement unit's operational planning process. · Identify and implement process improvement opportunities. · Supervise and provide policy guidance to a unit of Quality Improvement employees. · Direct and manage data collection and reporting processes, including the preparation of analytical and performance reports. · Lead and direct project management activities, providing advice and assistance in identifying business process improvement opportunities and implementation strategies. · Develop and deliver direct orientation and in-service training programs for the Quality Improvement Unit in collaboration with the Training and Development Unit. · Advise on policy and program issues; provide position papers, represent DTA on interagency workgroups, with state and federal agencies, and the general public. · Oversee data validation, analysis, and interpretation to support evidence-based decision-making /Preferred Qualifications:/ · Knowledge of quality improvement management and project management principles and practices. · Knowledge of state and federal quality control regulations, policies and procedures. · Knowledge of policy and procedures of multiple programs for accuracy determination, research, and data collection. · Knowledge of statistical sampling methodologies, and reporting system best practices. · Knowledge of business process improvement and redesign theory and practice. · Knowledge of operational planning processes and management principles and practices. · Knowledge of training and development principles and practices. · Knowledge of computer programming languages and statistical report writing. · Knowledge of the methods and techniques used in the collection and analysis of data. · Knowledge of and ability to analyze state and federal goals and policy considerations involved in providing DTA benefits. · Ability to develop and manage automated systems communication. · Ability to design and implement data and collection and reporting strategies and training and development programs. · Ability to analyze and determine the applicability of data and to draw meaningful conclusions. · Ability to design and implement business process improvement and redesign programs. · Ability to coordinate numerous projects simultaneously to successful completion. · Ability to develop long-range plans and programs and evaluate work performance. · Ability to present facts and recommendations effectively in oral and written form. · Skilled in problem solving, consensus building, conflict resolution and team building while working under strict time constraints. · Given the served population, bilingual or multilingual fluency. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines.
