Minnesota Housing is hiring! We're a mission-focused financial institution looking for a Disbursement Manager who will conduct in-depth, high volume disbursement reviews, financial reconciliation and outcomes reporting for Single Family grant programs, which provides a variety of grant and loan options for single-family homeownership developers and lenders. This includes reviewing, managing and reconciling advance payment and reimbursement requests, and ensuring they comply with program guides, contracts, organizational policies, Office of Grants Management (OGM) policies, and financial regulations. The position will support the development of related procedures and collaborate with Agency Grants Management, Accounting and Single Family Compliance and Quality Control teams to ensure strong internal controls are in place and mitigate risk. In addition, this position monitors award progress to determine when extensions are needed or fund balances are not being utilized, and processes annual and closeout reports. Finally, this position provides technical assistance to program administrators in advance of contracting and throughout the grant term, to ensure an understanding of grant requirements and Minnesota Housing processes, troubleshooting disbursement or reporting issues during grant administration, and resolving related program non-compliance.
Essential Job Duties
Collaborate to develop and update procedures for disbursements, reconciliations, annual reporting, extensions, and other award-management tasks; conduct continuous improvement on those processes.
Review Administrator requests for funds and supporting documentation to ensure appropriate spending and recordkeeping. Collaborate with administrators, accounting staff and program staff to resolve issues. Ensure that all disbursements align with organizational and Single Family policies and procedures. Process requests in a timely manner.
Track award expiration dates and monitor progress to determine when fund balances are not being utilized, outcomes are not being met, or extensions should be recommended. Processes extensions, Annual Reports and Closeout reports in a timely manner.
Participate in the day-to-day administration of grant programs to ensure smooth implementation of funded projects.
Assist in reviewing and selecting proposals for the Single Family Request for Proposals (RFP), thoroughly evaluating applications to determine eligibility and funding decisions and managing contracts for awarded proposals.
Perform other duties as assigned.
Minimum Qualifications

Two (2) years of experience in loan closing, accounting or finance, quality control reviews, compliance audit experience, or financial management with vendors.
A Bachelor's degree in finance, accounting, budgeting may substitute for 12 months of experience - or - a Associate's degree in the listed fields may substitute for 6 months of experience
Knowledge of budgeting, financial accounting, procedures and practices sufficient to review and understand financial and loan documents.
Knowledge of agency programs and policies sufficient to interpret and explain impacts to administrators, apply them to resolution of problems, and apply them to business functions.
Technical skills and proficiency with Microsoft Outlook, Word and Excel used to track program data and document the results of program activities for internal and external use.
Demonstrated excellent communication skills with internal and external partners sufficient to relay the reasoning for findings, identify options for remediation, and discuss process improvements.
Demonstrated strong organizational and time management skills, with attention to detail and the ability to analyze and resolve issues to determine whether program requirements are met by administrators.
Cultural competency skills as demonstrated by communication and interaction across cultures and awareness of one's own world view and acknowledgment that different world views exist
Preferred Qualifications
Program management with a Minnesota Housing or other state department administering grant program(s) or in a local government or financial services organization that performs similar functions
Experience in State of Minnesota grants management and an understanding of Department of Administration Office of Grants Management policies.
Knowledge of the policies and procedures of the Agency's single family homeownership programs.
Experience administering single family housing development or owner-occupied rehabilitation programs.
