POSITION DESCRIPTION:
Manager of the Grounds, Target, and Maintenance Management Section under the general supervision of the Range Management Authority and Range Keeper. The position exists to plan, coordinate, supervise, and execute all grounds, target, and maintenance operations required to sustain safe, compliant, and mission-ready training areas in support of state and federal military training requirements. The Manager is responsible for the management, maintenance, and operational readiness of 13 automated and non-automated firing ranges and approximately 12,500 acres of training land. This includes, but is not limited to, bivouac sites, helicopter landing zones, land navigation courses, leader reaction courses, multiple driver training areas, maneuver lanes, lakes, recreational areas, drainage systems, bridges, culverts, water crossings, buildings, structures, and approximately 77 miles of road and trail networks. Plans, schedules, assigns, and supervises daily, weekly, and monthly work for full-time equipment operators, target technicians, and seasonal maintenance personnel. Inspects buildings, grounds, roadways, ranges, and equipment to identify maintenance deficiencies, safety hazards, and repair requirements. Develops cost estimates for labor, materials, and equipment. Prepares requisitions and procures supplies required to maintain facilities and equipment to operational standards. Serves as the LaCarte Purchase Card holder for all authorized purchases related to training area and equipment maintenance. Coordinates with contractors and Facility Engineers to facilitate access to facilities for repairs, renovations, and construction projects. Performs and oversees minor maintenance and mechanical operations on a wide range of equipment, including cranes, earth movers, bulldozers, tractors, track hoes, skid steers, front-end loaders, graders, backhoes, generators, mowing equipment, tree maintenance equipment, and pesticide, herbicide, and fertilizer application systems. Ensures construction, alteration, security, and upkeep of grounds and equipment in accordance with installation, state, and Army standards. Maintains comprehensive knowledge of all field training activities and ensures safe operation of grounds keeping equipment, heavy equipment, and facility maintenance practices. Ensures all range safety markings, lighting, and signage are serviceable, visible, and compliant. Verifies target configurations and scenarios are correctly programmed in range tower computer systems in accordance with applicable Army Regulations, Department of the Army Pamphlets, National Guard Regulations, and Louisiana Army National Guard policies. Conducts and supervises grounds and roadway maintenance across all ranges, training areas, bivouac sites, helicopter landing zones, maneuver lanes, access roads, firebreaks, unimproved roads, and property boundaries. Establishes and maintains effective working relationships with federal, state, public agencies, and military units operating within the installation. Assists the ITAM Coordinator, Range Safety and Environmental Advisor, and Range Control Officer in monitoring, planning, and executing RTLP and ITAM funding for training area sustainment and improvement projects. Coordinates with state forestry personnel regarding land management, timber activities, and prescribed burns. Coordinates impact area and range closures with Wildlife Management Area administrators and agents. Coordinates with Range Safety, Explosive Ordnance Disposal, environmental staff, installation safety, and other stakeholders for unexploded ordnance clearance on a mission-specific basis. The position requires frequent operation of heavy equipment, exposure to outdoor environments, uneven terrain, extreme weather conditions, and potential hazards associated with mechanical equipment, construction activities, and live-fire range operations. Use of personal protective equipment and adherence to safety regulations is mandatory. Completes annual SHARP training and actively fosters a harassment-free workplace. Completes all required safety and mandatory training. Attends mandatory meetings, including safety briefings and town halls. Reports to work on time and complies with all Louisiana Military Department dress, appearance, and hygiene standards. Adheres to all Army Regulations, installation policies, and Range Control Standard Operating Procedures applicable to assigned duties. Performs other duties as assigned in support of the mission. Serves as the primary liaison for all contracted grounds maintenance activities across ranges and training areas.
POSITION QUALIFICATIONS:
Knowledge and Skills:Comprehensive knowledge of range operations, training area management, and applicable policies and regulations. Working knowledge of time and attendance procedures to support state payroll requirements. Strong organizational, supervisory, and managerial skills. Knowledge of preparing Bills of Materials and Statements of Work. Practical mechanical knowledge sufficient to estimate parts, materials, and labor required for equipment and facility repairs. Knowledge of safety, environmental, and equipment operation standards applicable to military training areas.
Abilities:Ability to work independently with minimal supervision while meeting established deadlines and objectives. Ability to supervise diverse personnel and coordinate multiple concurrent projects. Ability to safely operate a semi-tractor with various attached trailers. Ability to process and manage administrative documentation, including ISIS 101 requests and DA Form 3953.
Experience: Experience in grounds maintenance, heavy equipment operation, facility maintenance, or military training area support is required. Supervisory experience in maintenance or operational environments is highly desirable.
GENERAL REQUIREMENTS:
Must have a valid Driver's License, Social Security Card and Birth Certificate
Must qualify to obtain a Department of Defense Common Access Card (CAC) Card.
Must be available to report to duty during emergency or disaster situations.
Other periodic travel may be required.
Must meet physical requirements to perform functions of the position.
Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.
