Summary The incumbent serves as a Supervisory Police Officer (Sergeant) ensuring a safe & secure environment across all VA Administrations within various settings, including a variety of jurisdictional environments, such as VHA Medical Centers & facilities. The incumbent provides security & assistance to occupants of the facility to which they serve. The incumbent is expected to empathize, engage, and communicate with all individuals and sets a positive example for subordinates to follow. Responsibilities Major Duties: Directs subordinate Police Officers engaged in law enforcement responsibilities. Works in collaboration with the Police Supervisor carrying out PS's overall mission where most of the work is performed on Departmental property. This includes any properties owned, leased, or licensed when consistent with Federal law, regulation, VA policy, and operational guidance. Directs law enforcement assignments to preserve peace; to prevent, detect, and investigate crimes; to arrest or apprehend violators; and to assist citizens in emergencies, including the protection of civil rights. Plans work schedules and sequence of operations daily to assure an even flow and distribution of work, the expeditious handling of priority cases, and meeting of schedules and deadlines. Revises work schedule to meet changes in workload considering factors such as peak loads, availability of manpower, and processing time requirements. Coordinates with law enforcement representatives of other units concerning matters of work accomplishment, priorities and procedures. Plans for sufficient amount of supplies. Prepares workload and activity reports as necessary and reports the status of operations. Assigns work to subordinate Police Officers based on considerations of such factors as difficulty and requirements of assignments; availability, capability, experience and special qualifications of employees; and other resources available Formulates and issues (individually or collectively with other Police supervisors or Security Specialists) written instructions and procedures and special instructions for non-routine or complex assignments or to clarify published guidelines. Responds to highly dangerous and active crimes in progress and makes independent decisions to take/direct/coordinate immediate steps to preserve life and property. Prepares performance standards; reviews work in progress or upon completion; analyzes logs and activity reports or other data to ascertain problems in accuracy adequacy, adherence to procedures, etc., and takes corrective action as necessary; reviews and accepts, amends or rejects work when quality standards have not been completely met. Keeps officers informed of management goals and objectives, and keeps higher-level supervisors informed of employee's performance concerns and complaints. Prepares formal requests to fill Police Officer vacancies or to recruit additional personnel to meet workload requirements. Selects or participates with the supervisor in the selection of new officers. Prepares formal requests and recommendations for promotions, reassignments, other status changes, or recognition of outstanding performance of assigned employees. Approves and disapproves of routine requests for leave and recommends action in unusual leave usage cases. Receives formal grievances, resolving those that can be resolved at the first full supervisory level. Takes a disciplinary action as deemed necessary and/or proposes to higher authority specific disciplinary action consistent with the problem and facts (i.e. suspension, demotion, letter of warning, or removal). Participates in suicide prevention program and intervenes when needed to de-escalate active suicidal behavior and/or prevents suicides. Performs other duties as assigned. It requires stamina, physical agility, dexterity, and strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed. Work Environment: The work involves both moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment. The work is performed in settings in which there is regular and recurring exposure to moderate to severe discomforts and unpleasantness, such as high temperatures in confined spaces, high temperatures due to mandatory protective personal equipment, or adverse weather conditions during extended periods of traffic and patrol duties. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure. GS-08 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: 1) Lead law enforcement personnel in response to threats, criminal activities, or emergencies; 2) Enforcing federal, State, and local laws; 3) Assigning work and scheduling shifts to ensure adequate staffing and coverage; 4) Develop training plans for assigned officers to remain current; and 5) Oversee investigations and write comprehensive incident reports. Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.
