This position will provide leadership and grants compliance expertise to support the Department of Administration's statutory responsibilities to provide grants management leadership, service, and legal/policy compliance and oversight of approximately $1-2 billion/annually of grant investments by state agencies, boards, and commissions. This position will contribute expertise toward development of the Office of Grants Management (OGM) (https://mn.gov/admin/government/grants/) priorities, policies, and services to support agency partners and grant practitioners.
We are seeking a Director of Oversight and Accountability to do the following:
Review and determine approval/non-approval of state entities' grants agreements, amendments, and other documents to ensure compliance with legal and policy requirements.
Conduct grants compliance reviews and administrative audits of state grant-making agencies, boards, and commissions to enforce and promote a high level of accountability in an ethical, standardized, and streamlined manner.
Identify best practices in grants compliance and oversight and serve as grants contracts expert.
Contribute grants compliance expertise toward training of state entities, convening of partners, delivery of presentations, and other support to agencies to increase OGM's understanding of challenges and risks faced by state agencies and to increase knowledge and dissemination of OGM policies and grants management best practices.
Participate in OGM strategic planning and execution, priority-setting, resource decision-making, and reporting.
Contribute toward design and delivery of enterprise training and other activities to support state entities.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
Four (4) years of experience in grants management or government contracting compliance and risk management.
A Doctorate degree in public policy, business administration/management, nonprofit management, law, or related field may be substituted for two (2) years of experience as described.
A Master's degree as specified above may be substituted for 18 months of experience as described.
A Bachelor's degree as specified above may be substituted for one (1) year of experience as described.
An Associate's degree as specified above may be substituted for six (6) months of experience as described.
Two (2) years of compliance-related work, such as government contract compliance, compliance training, and/or conducting onsite and desk reviews and audits.
Knowledge and understanding of the principles, theories, and techniques of government-based grant-making from pre-award through grant close-out.
Ability to identify legal and compliance issues presented.
Preferred Qualifications
Possess a Juris Doctor from an American Bar Association-accredited law school.
Experience conducting administrative audits and compliance reviews of public sector entities.
Good understanding of the relevant state and federal laws, regulations, and compliance requirements pertaining to grants management necessary to ensure an agency's operations align with legal standards.
Exceptional interpersonal skills and the ability to work collaboratively with colleagues and stakeholders.
Experience working with culturally diverse groups and organizations.
