This position serves our partners at the Minnesota Pollution Control Agency (MPCA). The MNIT MPCA team provides technical expertise for the organization's applications and agency-specific support to ensure every Minnesotan has healthy air, sustainable lands, clean water, and a better climate.
This position exists to provide database application development and support skills in code development and maintenance projects. The scope of the work will be broad-based undertakings that will have a high impact on Minnesota Pollution Control Agency (MPCA) wide processes and procedures. The tasks will require proficiency in databases, systems and software analysis, design, development, troubleshooting and integration using Oracle's PL/SQL and other tools or languages as appropriate. A strong knowledge of the existing technologies, development standards, software development life cycle (SDLC) methodologies, and technical industry best practices will also be required. This position will be involved with the most complex and critical systems at the MPCA.
This position is temporary and includes full state fringe benefits; it is anticipated to last three (3) years.
This position requires an employee to be onsit e at 520 Lafayette Road North, Saint Paul, Min nesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

Position requires a minimum of three (3) years of IT related experience in in Application support in the role of database developer or code modifications.
Experience must include:
Experience with SQL Developer, TOAD, reporting (with tools similar to Tableau), or other database coding program, plus PLSQL code development related to packages, procedures, and functions.
Experience in database, systems, software analysis, query tuning, design, development, troubleshooting, and integration.
Experience working with survey submission or reporting tools that interact with relational database management systems (RDBMS).
Experience supporting code/applications that interact with relational databases such as Oracle or Postgress.
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
Preferred Qualifications
Developing and estimating applications that follow best practices in relation to secure coding and accessibility.
Experience documenting code and designs along with technical processes and procedures.
Technical knowledge of various software packages and tools such as PL/SQL, Angular JS, HTML, and web servers, plus working with code repositories and related tools such as Git, GitHub, and GitLab.
Experience working as a team member on complex application development projects.
Knowledge of various methodologies such as SDLC, ITIL, Project Management roles, Change and Release Management, Technical Design, and Software Development Architecture.
Knowledge and/or strategies related to Development, Testing Processes, Automated Testing, Code Reviews, Identity and Access Management, Application Maintenance, User Interfaces, and Modular Development.
Experience working with environmental information.
