The Strategic Systems Project Manager is a senior-level role leads strategic project management efforts for DHS-wide systems critical to Disability Services Division (DSD) operations, including MMIS, MnChoices, MAXIS, SSIS, and BlueZone and related systems. DHS-wide systems projects present a large, complex, and challenging project management environment spanning across an array of Aging and Disability Services programs, policies, protocols, practices, rules, laws, and various professional/technical specialties. The position:
Ensures successful delivery of complex, cross-functional systems initiatives that span multiple programs, policies, and internal and external partner groups
Leads high-visibility, politically sensitivesystems project work that directly influence service access, equity, and compliance across multiple waiver programs including:
Serves as the focal point for project initiation, planning, execution, control and closure using industry best practices for DHS-wide systems modernization, creation and development using generally accepted standards
Works closely with MNIT technical teams, administration leadership and subject matter experts as well as service delivery partners, all of whom rely on the efficient, strategic, and compliant execution of DHS-wide systems projects
The end goal of the position is the successful delivery of solutions and system changes in a consistent and documented manner.
While the position does not serve the public directly, its impact on service infrastructure makes it critical to the experience of end users such as lead agencies, tribal governments and people who access long term services and supports. This position is expected to lead by expertise, clarity, and collaboration-ensuring that all contributors are aligned and accountable to shared objectives.
Minimum Qualifications

3 years professional experience DHS systems architecture, human services program design, and federal/state regulatory frameworks. Experience must include the following:
Project management skills, including the ability to lead large-scale, multi-program initiatives from concept through implementation
3+ years of experience entering screening documents and service agreements into the Medicaid Management Information System (MMIS) along with a working knowledge of how the various MMIS subsystems supports policy for Minnesota Health Care Programs.
Experience synthesizing project resources into quality, cost, and time parameters; develop work plans
Experience with Minnesota's Long-Term Services and Supports (LTSS) programs and service delivery models for older adults and people with disabilities
Skilled in internal and external partner engagement, consensus-building, and facilitation of complex, politically sensitive discussions
Experience facilitating partner engagement processes to provide training, technical assistance, and systems knowledge transfer across multiple programs, counties, tribes and DHS
Preferred Qualifications
High-level proficiency in strategic planning, time management, adaptability, and navigating competing priorities under tight deadlines
Strategic communication skills to influence decision-makers, navigate legislative processes, and represent agency priorities across diverse audiences
Variety of experiences working effectively with others from different backgrounds and/or cultures
