This posting will be used to fill four (4) vacancies across multiple units. This position is being posted at two (2) class levels: Public Utilities Rates Analyst 3 (PURA 3) and Public Utilities Rates Analyst 4 (PURA 4). Final job class will be determined based on successful applicant's qualifications. **By applying for this position, your application will be considered for all of the positions in the below units.
Energy Conservation and Optimization Unit (filling one (1) position):
Conduct analyses and provide technical support for positions of the Minnesota Department of Commerce on Energy Conservation and Optimization Program related rate design, cost recovery methods/policies, energy conservation, resource planning, distribution planning, transportation electrification planning, service policies, forecasting, renewable energy, regional/federal activities and other issues in gas and electric utility matters.
Planning, Policy, and Telecom Unit (filling one (1) position):
Conduct analyses and provide technical support for positions of the Minnesota Department of Commerce on rate design, rate of return, cost recovery methods/policies, energy conservation, capacity expansion modeling, resource planning, distribution planning, transportation electrification planning, service quality policies, forecasting, renewable energy, regional/federal activities, and other issues in gas and electric utility matters.
Energy Infrastructure and Reliability Advocacy Unit (filling two (2) positions):
Conduct outreach and coordination efforts with communities impacted by routing and siting of large energy infrastructure, such as, high voltage transmission lines and utility scale renewable energy projects. Participate in state, regional, and federal transmission planning efforts. This position works directly with counties, Tribal Nations, regional planning commissions, landowners, and other stakeholders on matters related to routing and siting, Certificate of Need, and other energy matters such as resource planning.
Minimum Qualifications
At the PURA 3 Level:
Three (3) years of experience performing analysis, exercising judgment, and relying on knowledge in: Energy Policy; Public Policy; Environmental Policy; Energy Regulation; Economic Analysis; Statistical Analysis; Modeling and Forecasting Complex Systems (i.e. Carbon Modeling); Utility Rate Design/Analysis; or Environmental Attributes.
A Bachelor's degree in Business, Public Policy, Environmental Policy, Energy Policy, Planning/Regional Studies, Economics, Mathematics, Statistics, Pre-Law, or a related field is equivalent to one (1) year of experience.
An Advanced degree in Business, Public Policy, Environmental Policy, Energy Policy, Planning/Regional Studies, Economics, Mathematics, Statistics, Law, or a related field is equivalent to eighteen (18) months of experience.

Experience writing formal reports for a range of audiences and stakeholders.
Ability to analyze a wide range of data and clearly communicate results and impacts.
Ability to communicate effectively with internal and external stakeholders.

Proficiency with Microsoft Outlook, Word, and Excel.
At the PURA 4 Level:

Preferred Qualifications (for all positions)
Project Management Certificate or experience.
Two (2) years of experience reviewing and analyzing complex data including resource and distributed generation planning; review and analysis of public policy proposals; stakeholder engagement; project management; excellent written skills; preparing and presenting recommendations to decision making bodies; experience in the regulated natural gas, electric utility, nuclear, or renewable energy industries; experience in advocating for energy, environmental, or other public policy.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
