What You Will Do
The BGO Operations Manager (Operations Manager 2) serves as the primary point of contact between the Facility Operations Directorate (FOD) and the programmatic divisions operating within the Nonproliferation and International Security Center (NISC). This role ensures seamless communication, alignment of priorities, and timely operational support and serves as the Deputy Group Leader for the BGO group within STO-FOD, providing leadership, coordination, and personnel management. This position oversees all aspects of facility operations: safety, compliance, maintenance, work control, and project support, ensuring that routine activities and complex projects are executed safely, efficiently, and cost-effectively while maintaining strong partnerships with programmatic customers.
The responsibilities of the BGO Operations Manager include, but are not limited to, the following:
Provide oversight of the NISC Operations.
Provide support and oversight over the execution of Facility Equipment surveillances and maintenance.
Authorize, or defer, maintenance and construction activities based on facility status.
Manage and coordinate the proper response to abnormal conditions and submit reports IAW institutional guidelines.
Manage and coordinate the proper response to Facility Emergencies.
Maintain assigned facility status.
Lead/Support the Plan of the Week & Plan of the Day meetings.
Maintain the Facility Categorization during steady state and changing programmatic operations.
Assist with development of IWDs, RWPs and other technical documents to support programmatic and project work.
Coordinate the integration of project work in the Science and Technology schedule.
Assist with development and coordination of Plant/System Outages to support Project Work.
Coordinate facility and programmatic resources to support Project Work.
Coordinate/forecast the need for additional Project resources in time to be able to obtain those resources on or before the need date, and identification of excess resources in time to be able to reallocate them as soon as they can be released.
Provide oversight on project activities to help ensure that projects are being executed safely, securely and compliantly.
Act a primary point of contact between the STO FOD and Programmatic and Project Personnel.
Serve as the Deputy Group Leader for STO-BGO.
Other duties as assigned.
What You Need
Minimum Job Requirements:
Facility Management: Demonstrated knowledge and understanding of the concepts and principles of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing both facility and programmatic work as demonstrated through the DOP/IWD/work package reviews and approvals.
Maintenance Operations: Demonstrated knowledge of Conduct of Operations and experience in implementing sound conduct of operations principles. Knowledge of Conduct of Training, Maintenance and Engineering polices or order, or similar programs from other institutions. Demonstrated ability to understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
Leadership: Demonstrated experience planning, organizing, leading, and monitoring a wide variety of activities/team efforts to their successful completion. Ability to manage complex projects with limited resources in an environment of conflicting priorities. Demonstrated experience developing teams and individuals in a collaborative work environment. Prior Management experience.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 3 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Essential Job Functions (can perform with or without reasonable accommodation): Carrying and lifting 30+ pounds.
Desired Qualifications:
Demonstrated experience and understanding of the following aspects of operations management: systems engineering, work control, hazard identification and analysis, formality of operations, safety basis, configuration management, maintenance management, and project management.
Demonstrated Project Management experience for Programmatic and R&D Work or related experience with construction project management.
Experience and understanding of DOE O 232.1 reporting to include running fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings.
Knowledgeable of the Laboratory's policies and procedures.
Active Q clearance.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q/SCI (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens.
