What You Will Do
The Integrated Weapons Experiments Division (J Division) is seeking an experienced Operations Manager to serve as the DARHT (Dual Axis Radiographic Hydrotest Facility) Programmatic Operations Manager.
The selected candidate will report to the Deputy Division Leader and team with division management, WFO-FOD, and other groups and craft personnel to ensure safe and effective programmatic operations at the DARHT facility. This position will require the selected candidate to deconflict priorities from several stake holders (programmatic and facility) while simultaneously fulfilling the Integrated Weapons Experiments (IWE) mission, as well as meeting DOE Orders and LANL Policies as they relate to operations of an accelerator facility. Including but not limited to:
Manages appropriate formality and/or conduct of operations.
Manages the plan of the day and plan of the week process to ensure coordination of facility and programmatic operations and work execution as assigned.
Manages requirements for facility access.
Manages the DARHT duty officer program to cover off-hours operation.
Manages and provides direction to staff in the planning, tracking, and execution of integrated weapons experiments.
Provides leadership, tactical planning, and overall direction for execution of experiments requiring multidisciplinary integration across many organizations.
Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.

Minimum Job Requirements:
Project-Program Management
In-depth knowledge of integrated weapons experiments and demonstrated leadership and management of a technically challenging portfolio with a broad stakeholder base. Timely execution of IWEs is critical to the overall laboratory mission and is strategically significant. Successful execution of this position will require multidisciplinary integration across multiple Laboratory organizations. The selected candidate will assist in maintaining current accelerator capabilities that support the Laboratory's mission and assist in defining and executing future programs/projects. Additionally, the selected candidate may assist in working with external and internal customers to determine what work will be done to meet the customers' needs, general timeframes, and funding requirements.
Operational Management
In-depth knowledge of operational management including systems, maintenance, international, federal, state and institutional transportation regulations, safety/authorization basis, configuration management programs, work control, facility control systems, major construction projects, and upgrades and renovations.
Collaboration
Demonstrated experience as a senior leader in developing and nurturing effective executive-level external and internal customer relationships. Demonstrated consultative experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts. Demonstrated ability to resolve cross-organizational/project conflicts. Demonstrated ability to make and implement cross-cutting decisions that support organizational and institutional goals. Demonstrated capability in successfully developing customer and sponsor (internal and external) relationships.
Technical Experience
Demonstrated expert level knowledge in the technical or operational discipline of the assigned portfolios and partnering, implementing, and providing guidance for governmental regulations related to technical or operational work of assigned portfolios.
Communication
Demonstrated excellent oral and written communication and presentation skills for audiences of all technical and experience levels.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Active Q clearance
In-depth knowledge of DARHT
In-depth understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
Experience in managing larger scale scientific user facilities and conduct of operations
Knowledge and experience in the design, engineering, and operation of accelerators
Knowledge and experience in the design, engineering, and execution of integrated weapons experiments
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
