JOB REQUIREMENTS: Supervises and monitors staff in the Child Support
Agency responsible for establishing paternity, locating absent parents,
determining parents\' legal support obligations, collecting child
support and initiating/enforcing child, spousal, medical and foster care
support orders. Implements procedures designed to improve performance
and increase collections of child support payments. Performs training,
evaluations and quality assurance activities. Provides technical and
supervisory support to staff which requires independent judgment,
initiative and discretion. Position demands comprehensive functional
knowledge of clearly defined County, State and Federal policies and
procedures to ensure employee compliance with local guidelines, program
mandates and the law. This position is available as of 1/1/2026 Hours of
the position: Monday-Thursday 7:30AM-5PM; Friday 7:30AM-11:30AM
Essential Duties Supervises, plans, schedules, coordinates and assigns
work to subordinates; approves and signs time cards; instructs and
trains employees in proper methods and procedures. Inspects work in
progress. Develops, assists, implements and monitors policies and
procedures. Develops and maintains child support training programs for
new and experienced support workers. Answers technical questions of
support workers and interprets legislation to improve individual and
agency performance measures. Interviews and makes recommendations for
new hires; conducts performance evaluations; observes positive traits
and deficiencies of staff members; performs disciplinary actions and
assists the Administrator in ensuring smooth day-to-day operations of
the child support agency. Discusses cases with staff and makes decisions
regarding service; directs the staff in an effort to solve participant
concerns and offers suggestions to rectify problems. Researches policy
and provides technical assistance to staff through use of handbooks,
computer systems, online resources or state policy analysts/KIDPOL for
correct case processing and paternity/enforcement actions. Maintains
knowledge of all program policy received from the Bureau of Child
Support, Department of Children and Families, Office of Child Support
Enforcement and, in partnership, the Department of Health & Human
Services; assists in development of policy and procedures and
communications, and monitors implementation of policy and procedures.
Attends weekly management meetings and participates in the development
and implementation of new or changing procedures/policies relevant to
the Child Support Agency, as well as assisting in ongoing planning for
the department. Leads staff meetings. Participates in state meetings,
county board meetings, WCSEA quarterly meetings and appointments to
address complaints of customers and workers. Initiates actions as
necessary to improve the agency\'s service delivery system to promote
efficiencies and LEAN principles. Participates in workgroups to maximize
effectiveness, promote quality improvement and manage workload.
Communicates with staff and participants daily; answers questions
regarding child support services and case specifics as appropriate;
refers participants to social service agencies and community support
organizations; ensures customers receive accurate information in a
timely manner. Communicates with other county departments, cooperative
agreement agencies and community agencies regarding customers and
programs. Facilitates communication within the department\'s support
services unit to ensure effective and efficient operation. Establishes
and maintains a courteous, cooperative and respectful working
relationship with other employees, supervisors and public officials.
Assists the Child Support Director with maintenance of court and
paternity calendaring system. Reviews various financial reports to
ensure accurate receipting and deposits of monies in accordance with
department procedure.Participates in the development and administration
of the annual department budget, assists Child Support Director in
preparation of various reports within the guidelines and deadlines of
the agency. Gathers, analyzes and maintains statistical and other
program data. Prepares various reports for submission to state of
Wisconsin. Acts as county lien docket contact; prepares necessary
documents in response to lien docket actions. Performs related functions
as assigned. ** OTHER EXPERIENCE AND QUALIFICATIONS:
Comprehensive knowledge of Wisconsin Statutes, family law, state
policies and procedures, federal rules and regulations; as well as
knowledge of case @types and definitions, and proficiency in operating
State Informational Data System (KIDS) as well as other satewide
computer processing systems including CARES (Client Assistance for
Re-Employment and Economic Support, CWW (CARES Worker Web) and ECF
(Electronic Case File), Child Support Program practices, Principles of
Supervision and accounting. Knowledge of equal rights legislation.
Ability to monitor selection, assignment and performance of staff.
Knowledge of training techniques and methods. Knowledge of accounting,
budgeting and reporting procedures. Knowledge of modern administrative
and supervisory practices and procedures. Knowledge of social problems
of our society. Knowledge of state and local organizational structures.
Knowledge of and skill in using Powerpoint, Excel and other software
necessary to develop and maintain training programs. Knowledge of and
ability to utilize a computer and the required software. Ability to
communicate effectively both orally and in writing. Ability to exercise
sound judgement and make decisions in accordance to policies. Ability to
organize, prioritize and assign work. Ability to enhance a customer
service approach in all work activities. Ability to understand complex
policy, apply it to specific case situations and render decisions.
Ability to establish and maintain effective working relationships with
staff, attorneys, officials and the general public including
participants and other agencies. Ability to write and interpret
comprehensive reports. Ability to work the required hours of the
