Summary You will serve as a EXPLOSIVES SAFETY SPECIALIST within IMMEDIATE OFC OF CHIEF OF NVL OPS. Responsibilities You will serve as the Navy's principal subject matter expert for explosives safety. You will review and recommend deviations from established explosives safety criteria and physical security policies related to arms, ammunition, and explosives. You will review formal reports relative to compliance by ashore and afloat activities. You will review and assess program budget submittals to ensure consistency with the OPNAV budgetary planning guidance. You will provide assistance on ordnance security classification guide interpretation, foreign military sales and foreign disclosure reviews, and Freedom of Information Act requests. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying explosives safety criteria, conducting risk assessments, and ensure compliance with Navy and DoD explosive safety standards. 2) Monitoring safety issues, coordinating with multiple stakeholders and enhancing explosives safety posture and risk mitigation strategies. 3) Developing and executing programs that adhere to DON and DoD explosives safety. 4) Monitoring inventory, assessing storage and disposal, and providing guidance to optimize stockpile reliability and availability. 5) Collaborating with sponsors and program managers ensuring alignment with budget and regulatory requirements to support mission readiness.
