Summary Located in the Workforce Performance and Specialized Employment Division, Human Resources Directorate, Washington Headquarters Services (WHS). The Director for Human Resources is responsible for the development, implementation, administration, and evaluation of a progressive, responsive, and effective personnel program. This includes providing a range of personnel management functions to the Office of the Secretary of War, Defense Agencies, WHS and other activities receiving personnel services. Responsibilities Incumbent typical work assignments may include the following: Serves as a senior advisor and policy expert for management on key HR programs, including Performance Management, Incentive/Honorary Awards, and the Drug-Free Workplace Program. Manages the full lifecycle of the performance appraisal program by advising on evaluation techniques, developing workflows, and ensuring the timely completion of performance plans, mid-year reviews, and annual ratings. Administers the WHS Incentive and Honorary Awards Program, providing expert guidance on award nominations for federal employees, private citizens, and foreign nationals, and coordinating with other agencies like the Department of State. Organizes and executes the annual DoD Distinguished Civilian Service Award ceremony, handling all logistics from the nomination and selection process to event planning, guest arrangements, and budget management. Administers the Suggestion Program for both civilian and military personnel, providing guidance and assistance to ensure suggestions are evaluated by the correct office. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Experience applying established HR principles to assist with the administration of performance management and incentive awards programs. This includes processing and tracking award nominations and employee suggestions; monitoring the timely completion of performance management activities; and providing guidance to employees and supervisors on program procedures, regulations, and requirements. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Experience providing technical advice and assistance to management and employees on various HR programs, including performance management and incentive awards. This includes advising on the development of employee performance plans and evaluation criteria; coordinating multi-level award nominations; and ensuring organizational compliance with all phases of the performance appraisal cycle, such as issuing plans, conducting mid-year reviews, and finalizing ratings.
