Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Position SummaryThe Business Analyst (BA) Lead will serve as a critical member of the New York State Police (NYSP) Dedicated ITS Support Team, providing leadership and oversight for business analysis functions. This role will coordinate and guide the work of business systems analysts, ensuring requirements are clearly defined, validated, and translated into actionable technology solutions that meet NYSP's mission.The BA Lead will partner closely with program managers, project coordinators, architects, developers, procurement teams, and law enforcement stakeholders to bridge the gap between operational policing needs and technology delivery. This individual will lead intake, requirements gathering, business process documentation, and change management activities while ensuring that agency priorities are effectively captured and implemented.Duties and Responsibilities- Lead and supervise the work of business analysts supporting NYSP technology initiatives.- Establish and enforce standards for requirements gathering, documentation, and validation.- Facilitate workshops and working sessions with law enforcement stakeholders to capture business needs, use cases, and process flows.- Provide expertise in business process modeling, workflow analysis, and system impact assessments.- Translate business requirements into functional and technical specifications in collaboration with technical teams.- Coordinate with PMO leadership to align BA activities with project and program timelines.- Develop and maintain business process documentation, standard operating procedures, and knowledge management artifacts.- Guide change management activities to ensure stakeholder adoption of new processes and systems.- Provide executive-level reporting and communication on requirements progress, risks, and dependencies.- Mentor and develop BA staff to strengthen business analysis capabilities across the dedicated team.
Minimum Qualifications Seven years of experience in business analysis, systems analysis, or IT project coordination, including one year of supervisory experience.The following degrees may substitute for the general experience as indicated:- Associate's degree and six years of experience- Associate's degree including 15 semester credit hours in computer science and five years of experience- Bachelor's degree and five years of experience- Bachelor's degree including 15 semester credit hours in computer science and four years of experience- Master's degree in computer science or related field substitutes for an additional year of experience- Doctorate in computer science or related field substitutes for an additional two years of experience
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis.
