Working collaboratively under the direction of the Sr. Director for Budget and Financial Services and in close consultation with the Agency Chief Financial Officer (CFO), under general administrative oversight, this financial management position oversees financial planning and budgeting activities for the department including monitoring the agency's financial health, focusing on the integrity and safeguarding of the public trust, and providing innovative financial management and reporting to internal and external audiences.
Responsibilities include:
Actively participate and help shape the development of agency-wide or division-wide strategic planning for creative and innovative ways to improve agency services, meet agency goals or improve and document business processes.
Provide insightful analysis and operational forecasting that assist the organization and Commissioner's Office in planning, strategizing and decision-making, and provides financial information that balances risks and priorities towards achieving the agency's strategic vision and performance indicators.
Deliver sustainable value to the organization by not only being a financial expert, but a strategist as well, to respond to these situations with business intelligence, enhanced financial flexibility, and forecasting to anticipate and respond to disruptions and rapidly changing and evolving pressures effectively.
Actively participate and manage the Budget Operations team during Continuity of Operations Planning (COOP) for a Federal and/or State Shutdown.
This position will be based out of the St. Paul office.

Minimum Qualifications

Five (5) years* of experience working as a team leader or equivalent in program administration within a financial management, accounting, budgeting, financial analysis, or reporting area within the last ten (10) years.
Associate's degree in Financial Management, Accounting, Budgeting, Strategic Sourcing, Business Administration, Public Administration, Public Policy, Grant Management, or other closely related field as determined by the agency may substitute for six (6) months of experience, bachelor's degree substitutes for one (1) year of experience; master's degree substitutes for eighteen (18) months of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience working with budgeting, budget analysis, and forecasting to evaluate program results.
Experience with Generally Accepted Accounting Principles and Practices (GAAP) for use in the development of budgets and spending plans.
Communication skills sufficient to present information and financial results in clear and understandable terms to various audiences including levels of management and agency staff.
Ability to interact, build collaborative partnerships, and establish effective working relationships with fellow supervisors, managers, division directors, board members, the public, and federal and state agencies and local units of government.
Ability to interpret and implement state statutes and federal regulations pertaining to funding.
Ability to coach employees and establish a working environment that promotes teamwork
Preferred Qualifications
Bachelor's degree or advanced in Financial Management, Accounting, Budgeting, Strategic Sourcing, Business Administration, Public Administration, Public Policy, Grant Management, or closely related field as determined by the agency.
Experience with the state's accounting and procurement system - Statewide Integrated Financial Tool (SWIFT) and with the state's payroll and personnel management system - Statewide Employee Management Application (SEMA4).
Experience with the state's enterprise systems including Fiscal Note Tracking System (FNTS), Budget Planning and Analysis System (BPAS), and Capital Budgeting System (CBS).
Experience in leadership, management, and supervision sufficient to effectively manage direct reports through hiring, motivation, development, team-building, task delegation, performance evaluation, disciplinary action, and recognition.
Experience with grant accounting, reporting, management, SWIFT grants module, and grant project identification / coding.
Experience with Government Accounting Standards Board (GASB) sufficient to coordinate various phases of department / agency accounting functions and federal reporting.
