Summary About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). Responsibilities Evaluate and analyze a broad range of data, research, programs, and metrics related to Child Development, Youth and School Liaison Programs. Research and coordinate resolution of complex time-essential actions relating to the Office of Child and Youth Programs (CYP) policy areas. Collect, verify, and adjust data from diverse sources. Develop strategies for resolution of systemic and individual problems; identifies; deficiencies in existing data, policies and programs, and justifies, defends, and negotiates changes. Develop resulting changes to policy and strategies supporting implementation of all recommended actions resulting from analysis of data, research, metrics, and trends. Serve as a consultant on (CYP) programs with a specific focus on applying analytical and evaluative methods and techniques to issues concerning the effectiveness of program operations. Coordinate the review, prioritization, and analysis of recurring metric requirements. Review, research, and benchmark emerging trends within a variety of (OMFRP) programs related to Quality of Life Programs. Deal with significant and complex issues to respond to the needs of service members and their families by increasing connections with America's communities, Military OneSource, and other programs. Basic Requirement for Sociologist: Degree: Bachelor's degree (or higher degree) in sociology; or social psychology or political science that included at least 24 semester hours in sociology. OR Combination of Education and Experience: Courses equivalent to a major in sociology (i.e. at least 24 semester hours), plus appropriate experience or additional education. Basic Requirement for Statistician: Degree: Bachelor's degree (or higher degree) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS 14: One year of specialized experience which includes collecting data from diverse sources, evaluating the effectiveness of research, data, or program operations addressing Child Development, Youth and/or School Liaison Programs, analyzing data, research, metrics, or trends to develop changes to policy and/or strategies, and recommending solutions based on the analysis of data, research, metrics or trends of Child Development, Youth and/or School Liaison Programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Information Management Reasoning Research Strategic Thinking Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
