This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:
This position works to identify and execute strategies across the portfolio of the Chief Administrative Officer (Human Resources, Information Technology, Real Estate, Grand Central Madison Operating Company, Procurement, and Rolling Stock Program) that will improve business operations and overall performance to support all operating agencies and other headquarters departments. The position will assist the departments within the CAO portfolio in advancing business process optimization, standardizing and reviewing relevant policies, data optimization, and implementing cost savings initiatives. This position supports the direction and implementation of programs and projects as directed by the CAO.
Responsibilities:
Work on high-profile initiatives for CAO to improve service delivery across all agencies in the areas of human resources, IT, real estate, Grand Central Madison Operating Company procurement, and rolling stock program with a focus on service quality and overall performance.
Must be laser focused on assisting internal clients with meeting their objectives of being service driven, achieving a high level of operational efficiency, and delivering a best in class client and employee experience.
Lead interdepartmental MTAHQ and interagency working groups to execute projects critical to reshaping the areas within the CAO portfolio to yield higher service levels at lower costs. Projects assigned to the Senior Director of Administration will have a large quantitative component.
Provide a robust data analytics and business performance reporting structure. Makes recommendations based on data analytics, operations/management performance reporting, robust metric dashboards, and provides ad hoc reporting/analytics capabilities in support of key business objectives.
Supports the regular and systematic evaluation of the results of assigned departments and reports the results to the CAO.
Identify cross-impacts, dependencies, and impediments to progress and develop measures to address them.
Assists business units in identifying inefficiencies and managing risks that would impact service, performance, finance, and budgets.
Is held accountable for overseeing and evaluating contractor performance, where applicable:
Observing the work performed by the contractor;
Reviewing invoices and approving them if the work meets contractual standards;
Addressing performance issues with the contractor when possible; and
Escalating issues to other parties as needed.

Competencies :
Ability to develop business recommendations on a broad range of issues affecting the business practices of the areas in the CAO's portfolio. As such, this job requires an ability to identify the key issues and business drivers in any of these business areas and identify and develop innovative and pragmatic solutions with a proven track record of converting ideas into successful transactions.
Excellent interpersonal and organizational skills with proven, demonstrated ability to communicate with all levels of an organization.
Critical thinking with the ability to understand, dissect, and analyze large amounts of data and information, and provide sustainable solutions. Capable of challenging the status quo and making recommendations for change.
Strong experience with creating professional presentations and communication for consumption by senior executives.
Demonstrated ability to manage a tight delivery timeline.
Experience in managing initiatives across multiple functions.
Required Education and Experience:
Bachelor's Degree. An equivalent combination of education and experience may be considered in lieu of a degree. Master's Degree preferred.
A minimum of 5-7 years of progressively responsible experience in consulting, finance, public administration, or other highly analytic disciplines.
A minimum of 2-5 years of managerial experience in a large corporate or government organization with responsibility for identifying, analyzing, and implementing new business practices and strategies.

May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites .
