Summary You will serve as a SUPERVISORY SECURITY ASSISTANCE SPECIALIST in the Assistant Secretary of the Navy (Research, Development & Acquisition) of NIPO FMS FIELD OFFICE. Responsibilities You will develop, plan, promulgate, and interpret Department of War (DOW), Department of Navy (DON), and Navy IPO program policy and guidance. You will analyze, coordinate, and provide recommendations for proposals and revisions to DOD, DON and Navy IPO initiatives and policies for assigned programs. You will lead, guide, and mentor subordinates and managers in achieving organizational goals and objectives. You will serve as a senior manager and recognized authority to the Division, Directorate, and Navy IPO senior management (DASN, IP/Executive Director). You will establish program goals and objectives; develops resource estimates; and determines resource allocations for assigned programs. You will determine if existing programs effectively accomplish intended goals or if modifications to existing procedures are required to meet DOD, DON, and Navy IPO goals. You will oversee DOD and DON weapon systems program management and associated acquisition processes, regulations, and procedures You will develop, review, and approve a variety of correspondence. You will serve on a variety of high-level boards and committees, and/or liaison with DOW, DON, and other federal agencies, private industry and Navy IPO personnel. You will conduct presentations and briefings at the DOW, DON, and organizational levels. You will provide general and specific management oversight of subordinates in the division regarding assigned programs, to ensure effective program implementation and consistency with existing policies on a long-term basis. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to provide representation on organizational and program matters/issues to all levels of interest both internal and external to the organization; Ability to design and implement security assistance programs which support mission requirements and customer needs, and to formulate goals, plans, and methods of evaluation; Expert knowledge of Congressional, State, OSD, and Navy policies with regard to Foreign Military Sales (FMS), leases, grants, and weapons transfer initiatives under the Security Assistance program. knowledge of the development, implementation, and management of Letters of Offer and Acceptance (LOA's).
