TRP053 Trans Specialist 4 (Pay Grade N) - Asst Area Manager Maintenance

JOB SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.
JOB SPECIFIC DUTIES: Manages and coordinates the maintenance and/or construction activities of an area. Oversees the plans, designs, costs, and coordinates new transportation construction and/or maintenance activities in the absence of the Area Manager. Reviews technical documents and plans; may have to manage utility and traffic operation permits; able to supervise work of contractors and DOT personnel to insure compliance with design specifications, engineering standards, and environmental regulations. Inspects the state route system for needed maintenance and repairs, and assigns work activities to appropriate crews. Coordinates emergency response efforts for situations affecting the state route system. Ensures the completion of required documents, forms and reports. Evaluates personnel performance and provides feedback and counseling for professional growth. Administers and promotes the agency's safety and preventive maintenance programs. Maintains a positive working relationship with the traveling public. Uses appropriate procurement procedures for materials, supplies, and resources needed for the day to day operation of and area. May also oversee and manage the operation and maintenance of rest area facilities.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field and Two years of job-related experience
· OR an Associate degree in a related field and Three years of job-related experience
· OR One year of experience at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
· 5 Years Minimum of proven/qualified industry experience with roadway maintenance or construction
· Professional-level experience in routine maintenance and/or field construction activities, right of way, roadways, infrastructure, and reading plans or Professional experience in a similar environment
· Experience conducting pavement evaluations
· Supervisory or lead worker experience
· Demonstrated knowledge of basic computer applications to perform the duties and responsibilities in area of assignment
· Demonstrated experience supervising and providing technical guidance to staff in a construction or maintenance environment while promoting a team environment
· Demonstrates excellent leadership skills
· Demonstrated ability to assist/teach others by guiding and providing constructive feedback and to interact with others to influence, motivate, and challenge them
· Demonstrated experience supervising a diverse workforce by ensuring that staffs are appropriately selected, utilized, appraised, and developed
· Committed to providing quality customer service
· Demonstrated experience to make sound and well-informed decisions
· Demonstrated ability to adapt behaviors and work methods in response to new information and changing conditions
· Demonstrated experience to identify, analyze and solve roadway maintenance related problems using sound judgment
· Demonstrated ability to handle complaints while projecting a professional image of oneself and the Department
· Demonstrated ability to express facts and ideas through written and oral communication; write formal correspondence, letters (i.e. Personnel documentation - letters of reprimand, employee coaching documentation)
· Demonstrated competency to work and communicate cooperatively with staff, contractors, management, and the general public
· Demonstrated experience to plan, schedule, and monitor the activities of assigned personnel
· Ability to work in adverse weather conditions
· Demonstrated experience to utilize a computerized program that manages material inventories, equipment utilization, and also tracks and schedules work assignments
AGENCY PREFERRED QUALIFICATIONS:
· Two or more years supervising subordinates in a field construction or maintenance related environment
· Demonstrated experience in the application of the maintenance management system and agency procurement procedures
· Demonstrates extensive experience in a Transportation Maintenance related field
· Demonstrated experience in managing a diverse work force and resolving personnel conflicts and in exercising leadership skills to promote teamwork and accomplish common goals
· Demonstrated experience in responding to and resolving transportation and/or maintenance issues from the general public and local officials within the constraints of agency policies and procedures
· Demonstrated ability to implement or adapt appropriate solutions to resolve new or existing problems
· This position requires a commitment to be on-call and work a flexible schedule

In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
