Description of Job
What you'll be doing:
This position is the expert within the MFP Program, with responsibility for leading, developing, coordinating, and interpreting operational procedures, reporting protocols, and documentation standards that support compliance with federal CMS requirements.
Providing high-level administrative and programmatic support to the Money Follows the Person (MFP) Program within the Community Living Office.
Managing critical operational functions of the federally funded MFP grant, including compliance tracking, federal reporting, stakeholder coordination, and the implementation of new grant-funded services.
Playing a vital role in ensuring program activities are well-documented, timely, and aligned with CMS requirements.
Position is granted funded through September 30, 2027.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Seven (7) years of related experience working with Medicaid, long-term services and supports (LTSS), or other health-related public programs, with specific experience with Program or policy implementation; Federal or state grant reporting, compliance tracking, or performance documentation.
Option 2:
Education and Experience:
A bachelors degree from an accredited institution public administration, public health, human services, healthcare policy, political science, or a closely related field and three (3) years of related experience working with Medicaid, long-term services and supports (LTSS), or other health-related public programs, with specific experience with Program or policy implementation; Federal or state grant reporting, compliance tracking, or performance documentation.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associate will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience
PREFERRED QUALIFICATIONS:
Prior state experience related to the duties of this position
Prior governmental experience related to the duties of this position
Experience with the Money Follows the Person (MFP) program and/or other Medicaid-funded home and community-based services (HCBS).
Experience working with federal reporting requirements, and/or performance measures
Experience with policy development, implementation frameworks, and program evaluation strategies.
Highly Desired Knowledge, Skills and Abilities:
Strong project management and organizational skills, with the ability to manage competing priorities and strict deadlines.
Writing and analytical skills, especially for synthesizing technical content and federal policy language into reports or guidance.
Proficiency in data tracking and reporting tools, such as Excel, Smartsheet, SharePoint, or similar systems.
CONDITIONS OF EMPLOYMENT:
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
