Summary of Job:
This position will be shared between the Colorado Office of Just Transition (OJT) and the Colorado Rural Workforce Consortium (CRWC) in order to meet the needs of the communities impacted by coal transition.
OJT develops, coordinates, and oversees the implementation of programs to assist workers facing dislocation and communities facing economic disruption as the result of the state's transition away from coal as a fuel for generating electricity and the subsequent closure of power plants, coal mines, and closely related businesses in Colorado. It accomplishes this primarily through coordination and collaboration with other state agencies responsible for economic and community development, workforce training and development, and related programs; and by working directly with local communities and individual workers to support community and worker-driven transition strategies (including through community grantmaking).
CRWC exists to plan, develop, administer, deliver, maintain and/or facilitate employment and training programs and services, including all Veterans' Employment Programs, according to federal compliance to job seekers, employers and other customers across the CRWC. In addition, the unit provides oversight of Wagner-Peyser (WP), Workforce Innovation and Opportunity Act (WIOA) and other grant-funded initiatives and compliance. This unit also acts as department liaison with various state groups who provide employment and training services, including counties and sub-contractors who contract to provide services throughout the Rural Consortium Sub-areas. These work units provide state personnel, budgeting, contract, facilities, guidance and other supportive/coordinating services to the federally recognized workforce development region as needed and partners with Economic Development and Education agencies.
Description of Job:
Transition Response Planning and Implementation
The career planning coordinator will provide coordination of and programmatic supervision for education, training, trades and skills certification services; serve as a liaison between OJT and CRWC; and share community responsibilities with OJT's navigator team and local and regional workforce staff.
Specifically, the career planning coordinator will:
Lead the development, implementation, management, and reporting related to career planning for coal workers
Coordinate with and refer workers to community partners that might provide specific support for career planning and development
Help develop and serve as subject matter expert for implementation of OJT's education, training, and trades programs, including coordination with institutions of higher education, labor organizations, other education and training providers, and contractors. This will also include monitoring payment of and compliance issues for individual stipends and scholarship programs
Develop and serve as team leader of OJT's skills certification program, including program design, implementation and ongoing oversight
Collect data and perform program evaluation and improvement, including tracking CWRC's new data system's capabilities for identifying options for coal workers
Advise OJT, CRWC, and other state agencies on information gathered and lessons learned that might inform potential new employment or business development opportunities
With navigators, other OJT staff, and CRWC staff, develop and implement a community engagement strategy to ensure effective coordination with coal industry employers, community leaders, businesses, workers, labor organizations, institutions of higher education, non-profits and civic organizations, and other entities involved in activities related to the coal transition.
Community Partnerships, Program Maintenance and Coordination
Work with members of OJT's navigator team and regional workforce center staff, and coordinate with staff from other relevant state agencies, to build and maintain a strong physical and operational presence in the counties of Moffat, Rio Blanco, Routt, Montrose, Morgan, and Pueblo, and to help create a broader community infrastructure of support for workers and their families. This will entail building strong relationships with unions and workers, local leaders, and other stakeholders.
Specific activities include:
Helping to build and maintain partnerships with key community leaders and organizations, including union and other worker representatives, existing workforce support systems, institutions of higher education, business associations, economic development entities, and more.
Maintaining partnerships with existing coal industry employers, including human resources offices and other leadership at regional power plants, coal mines, and transportation and supply chain businesses.
Maintaining partnerships (including potential contractual arrangements) with qualified and reliable service providers in career coaching, education and training, skills certification, and other relevant services.
Assisting with establishing and maintaining a physical and online "transition hub" to serve as a single point of entry to transition support and services and to help build support networks among and between coal workers, their families, and community allies and stakeholders.
Assisting with development and implementation of a communications and outreach plan to share relevant information with coal workers, their families, and the community in general.
Working with navigator team and other OJT staff to determine appropriate networking opportunities in support of transition resources and worker connections, including committee membership, meeting participation and others as identified. Present and share information on worker transition updates
: Coal Transition Worker Career Planning Services
Coordinating with the Office of Just Transition and working closely with OJT's navigator team and CRWC's workforce center staff, create and execute comprehensive service plans tailored to the needs of workers and other impacted community members.
Work directly with individual coal workers and their family members to prepare and help execute customized transition career plans for them.
Align service delivery with regional needs
Ensure consistency in support services while avoiding duplication of services or benefits.
Regularly assess the impact and effectiveness of services provided, making adjustments as necessary to improve outcomes.
Provide comprehensive career planning services to those in the coal industry. The closure schedule for impacted facilities is uncertain in many cases and so the timing of the services listed below will depend on the status of each worker's facility and their individual (or family member's) preference. For example, facilitating hiring events and job fairs may coincide with a closure.
Conducting Initial Assessments:
Assessing the career goals of coal workers (and participating family members) and other job seekers, as well as their skills and qualifications, to determine their opportunities, needs and preferences.
Providing Career Counseling:
Working with each coal worker and participating family member to develop an individual career transition plan, including goals and the steps (education, training, certifications, business start-up support, etc.) necessary to achieve those goals.
Offering individualized guidance and support to coal workers (and participating family members) and other job seekers in areas such as resume writing, interview preparation, job search strategies, and career development.
Education, Training, and Certification Referrals:
Develop individual education and training plans for workers and family members based on existing skills and new career plans. Make referrals for certification for existing skills.
Administering Assessments and Tests:
Utilizing aptitude tests, skills assessments, or other tools to evaluate coal workers' and job seekers' abilities and interests and help them make informed career decisions.
Developing and Delivering Workshops:
Creating and facilitating workshops, training sessions, or seminars on topics like resume writing, interview techniques, job search strategies, and other relevant career-related subjects.
Job Matching and Referrals:
Identifying suitable job openings and matching qualified job seekers with available positions. Making appropriate referrals to employers.
Facilitating Hiring Events and Job Fairs:
Organizing and hosting events that connect coal workers and job seekers with potential employers to promote networking and job opportunities.
Utilizing Labor Exchange System:
Utilizing the Labor Exchange system and other relevant technology platforms to register job seekers, record interactions, and track progress.
Maintaining Records and Documentation:
Keeping accurate and up-to-date records of all interactions, services provided, and outcomes for coal workers, job seekers and employers.
Outreach and Marketing:
Participating in the development and implementation of outreach strategies to promote career services in the community and increase awareness of available resources.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Six (6) years of professional experience in an occupational field related to the work assigned to the position to include: job placement counseling, workforce development, economic development, understanding of data and analytics in relation to occupational growth and decline, career counseling.

Education and Experience
A combination of related education (open education requirement) and experience (as defined above) in an occupation related to the work assigned equal to six (6) years.
