Major Duties: Serves as an advisor to management on a wide range of qualitative and quantitative methods for the assessment or improvement of program effectiveness to include improvement of complex management processes and programs throughout the organization. Develops concise recommendations for program officials, managers, and supervisors. Develops modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of program operations. Analyzes specific management and productivity improvement initiatives, monitors implementation, and recommends changes when necessary. Works closely with the DCIO, DED, subordinate Directors, and other staff members of CCS as well as staff at all levels of OIT, to assist in maintaining efficiency and consistency in the administrative operations and management within CCS. Performs training notification, tracking, maintenance, distribution, and submission of data and information, such as, but not limited to, request forms, catalogs, publications, schedules, reservations, course information, rosters, records, reports, costs, surveys, and development. Provides oversight and management of effecting organizational changes in an automated personnel system. Prepares and tracks milestones for the performance cycle and prepares extensive status reports for senior management. Reviews recommended appraisal formats and standardized performance elements to assure sound and consistent application of regulatory guidance and procedures. Monitors performance management program for prohibited personnel practices, EEO implications, and adherence to Merit System principles. Researches and investigates new or improved business and management practices for application to the CCS programs and/or operations. Consolidates reviews, disseminates, and maintains the weekly significant events and the cyclic accomplishment reports. Develops and completes special projects, reports, etc. Performs necessary fact-finding, research, and analysis to present findings, results, or recommendations as a complete study. Applies conventional fact-finding, essential analytical, and problem-solving methods to review data, identify problems, report findings, and draw definitive conclusions. Initiates actions to ensure procedures and policies are current and implemented. Makes recommendations on new or modified program management procedures, priorities, and objectives supporting administrative operations. Prepares training materials and operating procedures outlining various office functions and procedures. Revises guidelines and controls as a result of changes in higher-level directives or as instructed by Executive or comparable positions. Perform other duties as required. Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Utilizing both qualitative and quantitative analytical methods to assess and improve complex management processes, organizational structures, and program operations. Developing and implementing strategic recommendations to optimize administrative operations and ensure alignment with organizational goals. Conducting comprehensive studies on planning, productivity, and quality management to identify potential problem areas and propose actionable solutions. Serving as a liaison between various organizational units and human resources, ensuring personnel actions, performance management, and staffing strategies meet mission requirements. Coordinating and preparing policy reviews, administrative directives, and responses to program-related inquiries, including audits, Congressional requests, and Inspector General findings. Applying advanced problem-solving, communication, and project management skills to develop performance standards, organizational change initiatives, and workforce improvement plans. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
