JOB SUMMARY
The I&E Supervisor oversees the installation, maintenance, troubleshooting, and repair of all refinery instrumentation, control systems, and electrical equipment. This role ensures that all I&E work is performed safely, efficiently, and in compliance with applicable codes, standards, and refinery procedures. The I&E Supervisor provides technical direction, manages daily work schedules, and develops the skills of I&E technicians to maintain plant reliability and support operational goals. The role is responsible for Quality Assurance of craft work and schedule compliance.
EDUCATION AND EXPERIENCE
High School Diploma or GED (Required)
Associate's or Bachelor's degree in Electrical Engineering, Instrumentation, or related field (preferred) OR equivalent industrial experience.
7+ years of I&E maintenance experience in refinery, petrochemical, or heavy industrial environment.
3+ years of supervisory or lead technician experience.
No Licensure or Certification Required.
Technical Skills Required
Strong knowledge of refinery process control systems, instrumentation, and electrical distribution equipment
Proficiency with PLC, DCS, and SCADA systems (e.g., Honeywell, Emerson, ABB, Yokogawa, Allen-Bradley)
Familiarity with P&IDs, loop diagrams, wiring schematics, and control narratives
Understanding of hazardous area classifications and intrinsically safe equipment
JOB REQUIREMENTS - KEY RESPONSIBILITIES
Safety & Compliance
Champion refinery safety culture by enforcing safe work practices, lockout/tagout, and permit-to-work procedures
Ensure all work complies with OSHA, NEC, API, ISA, and company safety policies
Participate in incident investigations and corrective action planning
Administrative
Maintain accurate records of I&E maintenance activities, calibration data, and equipment histories
Assist in budget preparation and control of maintenance costs
Manage contractors and vendors performing I&E work
Operations & Maintenance
Supervise I&E technicians in preventive, predictive, and corrective maintenance activities
Oversee installation, calibration, and troubleshooting of process instrumentation (pressure, flow, temperature, level) and analyzers
Manage repair and maintenance of electrical equipment (motors, MCCs, switchgear, transformers, lighting)
Ensure control systems (PLC, DCS, SCADA) are maintained and updated to support plant operations
Monitor system performance and develop strategies to minimize downtime.
Planning & Scheduling
Coordinate with operations, maintenance, and engineering teams to plan and prioritize I&E work
Review work orders, prepare job plans, and allocate manpower and materials
Support turnaround and shutdown activities, ensuring I&E scope is executed on time and within budget
Leadership & Development
Provide technical guidance, coaching, and performance feedback to team members
Identify training needs and ensure team competency on new technologies and equipment
Foster teamwork and communication across departments
Must be able to wear PPE , May be required to climb ladders or scaffolding, Walk job site on a regular basis (70%)\
Manage and lead the activities of the Maintenance Team to ensure process safety, safety, environmental, reliability, and cost goals of the refinery are achieved.
Ability to manage multiple priorities under tight deadlines
Ensure proper training of supervision and craftsmen
Ensures that all maintenance work includes quality documentation, including procedures, checklists and/or job plans, signed off by maintenance and production supervision
Support turnaround and unit shutdown planning and execution through active participation in scope development, providing justification for work items, and providing support during commissioning of equipment, shutdown/startup, and outage timeframe
Manages preventative and predictive maintenance activities, procedures, and programs
Approve requisitions and contract service authorizations within the Delegation of Authority limits
Responsible for controlling overtime worked to minimize budget impact
