JOB SUMMARY
This position provides system-wide support in identifying, evaluating, and controlling occupational health hazards to ensure Metro-North Railroad's (MNR) compliance with federal, state and local exposure-related regulations and supports the implementation of proactive strategies that protect employee health in high-risk environments.
Oversee hazard analysis functions, including conducting system safety reviews, identifying and resolving safety risks, and developing corrective action plans in collaboration with operating and support departments. Responsibilities also include maintaining safety policies and procedures, managing inspections and audits, and supporting the System Safety Program Plan through documentation, reporting, and employee communications.
DUTIES AND RESPONSIBILITIES
Manage overall risk management activities including analyzing and classifying operational risks (frequency, severity, trends, etc.), reviewing trends, reporting on findings, and making recommendations to resolve problems/potential r isks . Manage the review of departmental job hazard analyses. Conduct qualitative and quantitative Industrial Hygiene (IH) assessments (e.g., noise, airborne contaminants, gases, temperature, etc.). Develop and manage corrective action plans for the tracking of hazards identified as well as mitigation strategies with consideration of operational parameters and design constraints. Support Safety Assurance and Change Management processes under 49 CFR Part 270.
Develop, update, and manage corporate safety policies, rules, and related guidelines, including those related to hazard identification, risk assessment, use of personal protective equipment, fall protection, powered industrial truck, etc. Partner with MNR Operations Training to ensure safety training programs remain compliant with applicable regulations and rules and are updated as appropriate to reflect policies, procedures, injury trends and reduction initiatives. Manage the preparation and dissemination of safety information announcements (e.g., Alerts, Bulletins, Notices, Red Alerts, etc.) and ensure they are communicated to all employees.
Manage the performance of regular inspections and safety audits to ensure compliance with the overall MNR system safety program, as well as other environmental and occupational health and safety requirements. Manage specific safety programs such as the MNR personal protective equipment (PPE) program and review of products/chemicals. Maintain the MNR product/chemical review process/procedure.
Support annual review and revision of the System Safety Program Plan (SSPP) in accordance with all applicable requirements. Manage annual review, auditing, and revision of department-specific safety action plans. Provide technical expertise to other System Safety teams on additional tasks and topics and handle other risk reduction functions as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Strong knowledge, skills, and experience in risk management, risk reduction, and hazard mitigation
Knowledge of applicable regulations, including FRA, OSHA, EPA, and State requirements
Demonstrated ability to perform safety inspections/evaluations of work operations
Thorough understanding of Military Standard 882E (System Safety)
Strong project management skills with the ability to handle multiple projects and adhere to deadlines even as priorities change
Proficient in Microsoft Office applications (e.g., Word, Excel, PowerPoint) or equivalent
Strong oral, presentation and written communication skills, with the ability to communicate effectively with various departments and levels of management throughout Metro-North and other MTA Agencies
Strong leadership skills with the ability to foster teamwork and effective working relationships
Ability to maintain a high degree of confidentiality and discretion
Ability to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage
Must be able to respond to emergencies 24 hours a day, 7 days a wee k
Must possess a valid driver's license.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's degree in Industrial Hygiene, Environmental Health, Safety Science or related field. Demonstrated equivalent experience, education and/or technical credentials to include an additional four (4) years of related experience may be considered in lieu of degree.
Minimum of five (5) years of Industrial Hygiene experience, in rail transit, construction, or heavy-duty environment, which must involve developing, evaluating, and/or implementing relevant system safety programs.
Minimum of three (3) years of experience managing staff and/or projects.
The following is/are preferred :
Current safety certification(s) such as CSP, ASP, SMS, WSO-CSS, and/or WSO-CSSD
Experience in mass transit, commuter railroad, or similar environment
Knowledge of GIS, OSHA health standards, ACGIH guidelines & NIOSH recommendations
Knowledge of human factors and biomechanical motion analysis
Strong Analytical documentation and reporting skills
NIMS IS-700,100 and/or 200
Proficiency with Microsoft Access, Visio, and Project and/or equivalent
Strong communication and collaboration skills; experience working with unionized workforce a plus

This is a policy maker position. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
This position requires a driver's license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
