Job Description:

And our work depends on a Junior Scrum Master remotely joining our Federal Services System Support and Oversight (FSSSO) team remotely to support the Centers for Medicare & Medicaid Services (CMS) activities. Work visa sponsorship will not be provided for this role. As a Junior Scrum Master supporting CMS, you will be trusted to run work with stakeholders to set, prioritize, monitor, and evaluate the work performed. In this role, a typical day will include:
Coordinates and monitors the scrum process from initiation through delivery
Plans and facilitates scrum activities, including sprint planning, daily stand up, demos, board reviews, and retrospectives
Helping to create and maintain organizational scrum processes e.g. process to track and resolve open issues and identify ongoing process improvements
Coaching a continuous improvement mindset and recommend adjustments to established delivery practices
Coordinating and collaborating with design teams and stakeholders to fully define and prioritize current and future release work.
Working with CMS business stakeholders to prioritize and plan sprints and releases.
Creating reports to be utilized by Product Owners and Program Manager to provide insights on current sprint activities e.g. sprint dashboards, sprint burndown, sprint velocity.
Foreseeing and communicating potential risks/issues before they materialize and could impact current development.
Taking the initiative without being promoted to inform team members of upcoming milestones/deadlines that could impact development.
Being a hands-on change agent and leader for the workstream and suggesting enhancements to our ways of work.
Applying subject matter expertise in Agile software development, thought values, principles, and practices, to plan, prioritize, track, and drive multiple projects through Sprint cycles.
Organizing and facilitating team backlog management, daily stand-up meetings, sprint planning reviews, retrospectives, demos, and other scrum-related rituals.
Acting as a servant leader and aiding with the identification and resolution of blocking impediments.
Identifying differences in understanding among team members and stakeholders as they occur and escalating to leadership issues that impede the team.
Maintains and uses JIRA, Confluence, and other tools and reports to collect, develop, and analyze Agile data and metrics, managing progress daily
Facilitating communication and consensus-building among Scrum teams
Adjusting rapidly to shifts in priorities and managing multiple tasks simultaneously that may include staff support relating to current operations.
Assist with the creation, implementation, and maintenance of project specific quality standards.
REQUIRED QUALIFICATIONS:
Bachelor's degree and 1-2 years of experience working in an IT development environment.
Hands-on experience leading teams through barriers/blockers through various tasks, projects, and/or deliverables.
Active SAFe Scrum Master certification, Certified Scrum Master (CSM) certification, and/or another advanced Scrum Master certification.
Hands-on experience using JIRA and Confluence.
Knowledge of development environments, platforms, and technologies, which may include Salesforce, Java, general web development and/or cloud technology.
Experience creating reports, dashboards, views in JIRA to assist with team assignments, sprint capacity tracking, and/or real-time status reports on sprint development.
Consistent quality performance rated valued or higher.
Candidate must be able to obtain Public Trust clearance
Candidate must have lived in the United States at least three (3) out of the last five (5) years
PREFERRED QUALIFICATIONS:
Active Salesforce certification(s), such as Salesforce Associate.
Experience with the Centers for Medicare and Medicaid Services (CMS), CMS' Center for Consumer Information and Insurance Oversight (CCIIO) and/or other health insurance or federal agency.
Experience in leading the transition of an organization from Waterfall to Agile.
Well versed in a variety of Agile approaches (SAFe, Scrum/LeSS, Kanban).
Experience with software DevSecOps/DevOps pipeline processes and tools.
Excellent oral and written communication skills, with an ability to communicate complex technical topics to management and non-technical audiences.
Ability to work independently and interact regularly with government and non-government stakeholders at multiple levels of authority.

The likely salary range for this position is $72,250 - $97,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
