Responsibilities The work includes advising management on the proper and effective utilization of all financial resources under the district's jurisdiction in accordance with a wide variety of laws, regulations, and Department of Justice and EOUSA policies and programs. If selected for this position, the incumbent will be responsible for the management and control of the district's short and long-range budget. Typical work assignments will include: Plans, implements, and administers the full spectrum of budget and financial management activities. Develops, formulates, justifies, executes, and analyzes the agency's budget. Justifies, executes, and analyzes budget based upon operational and mission requirements. Certifies all obligations, expenditures, unobligated orders, and available balances are properly maintained, supported, and documented. Controls administrative and program funds to assure that all issuances are not in excess of latest approved allowances. Responsibilities will increase and assignments will become more complex as your training and experience progress. Requirements Conditions of Employment Qualifications GS-12: One full year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as experience performing comprehensive financial management to include budgeting, accounting and financial reporting. Knowledge of developing plans, implementing comprehensive financial management programs and experience applying the policies, precedents, regulations, concepts, and processes of budgeting to manage the short-range and long-range budget process, including formulation, execution and analysis activities, at the district or office level. In-depth knowledge of the budget cycle, preparing and presenting budgets, quantifying, and justifying budget allocations for agency evaluation. Extensive knowledge of analyzing program fund requirements source and @type of funding available. Comprehensive knowledge of and skill in using a financial management information system to enter financial data, track funds and develop reports.
