Duties Description Under the general direction of the Director of Human Resources (DHR), and in consultation with the Deputy Medicaid Inspector General (DMIG) for Administration and Executive Leadership Team, the incumbent of this position is primarily tasked with providing high-level coaching for downstate supervisors and managers. The incumbent also has primary responsibility for investigating and recommending or implementing appropriate corrective actions for employee relations issues that arise in that region. Specific duties include, but are not limited to:Plan, develop, and implement various training forums for downstate supervisors and managers: - Confer or collaborate with the DMIG for Admin, DHR, Chief Diversity Officer, and/or other executive-level managers to define skills development needs, training plan(s), and long-term staff development objectives/goals. Operationalize goals into tangible action items and assignments. - Organize and conduct round tables, listening sessions, and other forums designed to develop enhanced collaboration and team dynamics among downstate staff, and enhanced leadership skills among supervisors and managers. - Travel periodically to other downstate offices to observe and report on office culture, underlying issues, and general employee engagement and satisfaction. - As appropriate, observe and report or provide input and recommend actions to be taken regarding policies, procedures, or other issues that create risk or vulnerabilities for the agency. - Oversee the preparation of periodic progress reports and/or development of metrics to measure the success of staff development activities and progress toward goals. - Take the lead in building relationships between union leaders and representatives and agency staff, including improved Labor/Management processes. Champion the process through education to agency staff, engagement activities, with a goal of improving participation and developing constructive solutions to historical issues. - Assist the DMIG or members of the executive leadership team in preparing internal and external communications, presentations, or other projects, as directed. Assist in administering terms of negotiated contracts, agreements, and policies: - Provide education and guidance to program managers as to the correct interpretation and application of union contracts and OMIG policies and procedures. Provide real-time feedback to supervisors regarding employee interactions and supervision issues and strategies to improve behavior, including outlining appropriate counseling and progressive discipline. Assist in the preparation and timely delivery of counseling memos; follow up on recommended actions or implementation of corrective strategies. - As assigned, work collaboratively with Anti-Discrimination Investigations Division (ADID), e.g., to conduct interviews, provide background information relative to investigations, make recommendations for courses of action. - Research unique or new issues; solicit input from subject matter experts, including colleagues from comparable agencies; analyze and evaluate information gathered and make recommendation(s) for action. - As directed, draft additions to Administrative Policy and Procedure Manual; periodically review, evaluate, and/or update and edit existing policies. Assist in administering agency progressive discipline and grievance process in downstate regional offices:- Assist in the investigation of potential disciplinary action; conduct research to gather information, conduct interviews, interrogations, prepare reports and recommendations. - Draft Notices of Discipline and charges. - Conduct grievance hearings, monitor the timely processing, draft decisions. - Keep chain of command, Office of Counsel staff, executive leadership, and other stakeholders (e.g., OER, Office of the Attorney General, etc.) apprised as appropriate of emergent, visible, or otherwise noteworthy issues.
Minimum Qualifications PREFERRED QUALIFICATIONS: Bachelor's Degree and three years of relevant experience. Excellent oral and written communication skills are also required.
Additional Comments Exempt, Full-TimeThis is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority, but it is expected that this assignment will last at least 18-24 months. Appointment to this position is pending Government Appointment's Office and Division of Budget approval. Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.Travel Expectation: 15%NOTE ON TELECOMMUTING: OMIG employees may be approved for a maximum of 50% telecommuting; however, they are required to apply and obtain approval through management in accordance with OMIG's Telecommuting Program Guidelines, and may be expected to be fully in-office for a period of time before participating.
