Summary The Assistant Chief Supply Chain Officer (ACSCO) is a senior supply chain management (SCM) officer for the Pittsburgh VA Health Care System (VA HCS) and supported catchment areas. The incumbent will be responsible for the development and integration of a cohesive supply chain; supports oversight, guidance, management, and integration of supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Responsibilities The Supervisory Supply Management Specialist (Assistant Chief Supply Chain Officer) will serve as the senior logistics management officer for VA Pittsburgh and its supported catchment areas, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/nonexpendable equipment, inventory management, storage and distribution, and more. The major duties for this position include: Providing and supporting the transportation needs for goods, materials, medical supplies, equipment and more, Conducting strategic planning and quality management of the equipment and leasing programs, Coordinating with the financial organization to ensure goals are realized, Executing administration and personnel management responsibilities, Standardizing performance measures, Analyzing the supply chain and developing actions, Overseeing, guiding, managing and integrating supply chain operations across the organization, Serving as the senior logistics expert, Establishing local facility policy and ensuring best practices are implemented, Conducting audits, compliance and efficiency reviews of all logistics activities to ensure program effectiveness, Overseeing all activities involved in providing needed logistics support, Serving as the liaison and Chairperson or Co-Chair of one or more commodity disciplines, Participating in or leading various national workgroups, Establishing, maintaining, and promoting area logistics personnel training and professional development programs, Engaging customers regularly and coordinates satisfaction surveys with customers, Serving as Accountable Officer to ensure property is accounted for from the receipt of title to the final utilization and disposal, Planning, developing, and adapting procedures to coordinate management and control of all inventory, Managing life cycle which includes planning, requirement determination, procurement, maintenance/upgrade, management utilization and disposal, Performs other related duties as assigned. Qualifications: To meet the minimum qualifications for this position, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Supply Management Specialist (CSCO). Specialized experience includes: Serving as a supply chain management leader/supervisor responsible for ensuring the logistical requirements of an organization are met; Planning, coordinating and evaluating various operations to ensure effectiveness and efficiency; Experience in areas of knowledge and skill including acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; Experience assisting with budget formulation and forecasting of expenditures; Experience in overseeing and managing a group with a variety of occupations and subordinate supervisors.
