What You Will Do
STO-RC supports R&D initiatives and interfaces with weapons production initiatives. We are seeking a Facility Operations Manager to lead with expertise, agility, and strategic insight to continue to support mission critical operations, optimize interdisciplinary collaboration, and ensure compliance with evolving safety and security protocols.
The Facility Operations Manager position is responsible for managing selected operational activities across LANL's Science and Technology portfolio. As the primary point of contact between facility personnel and customers, this position reports to the STO Facility Operations Director and is part of a triad of leaders managing day-to-day activities. This position manages all aspects of facility operations, including personnel, and provides the operational support and oversight necessary to safely, compliantly, and cost effectively execute routine and project activities.
Responsibilities include, but are not limited to, the following:
Provide support and oversight over the execution of facility equipment surveillances and maintenance.
Authorize maintenance and construction activities based on facility status.
Manage and coordinate the proper response to abnormal conditions and submit reports in accordance with institutional guidelines.
Lead/Support the Plan of the Week & Plan of the Day meetings.
Maintain the facility categorization during steady state and changing programmatic operations.
Assist with the development of integrated work documents (IWDs), radiological work permits (RWPs) and other technical documents to support programmatic and project work.
Assist with the development and coordination of plant/system outages to support project work with minimal impact to programmatic operations.
Coordinate/forecast the need for additional project resources in time to be able to obtain those resources on or before the need date, and if in excess reallocate resources as needed.
Provide oversight on project activities to help ensure that projects are being executed safely, securely and compliantly.
Manage the multi million-dollar budget allocated for the assigned portfolio.
What You Need
Minimum Job Requirements:
Facility Management: Demonstrated knowledge and understanding of the concepts and principles of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing both facility and programmatic work as demonstrated through the detailed operating procedure (DOP)/IWD/work package review and approval.
Maintenance Operations: Knowledge of Conduct of Training, Maintenance, and Engineering policies and procedures. Demonstrated ability to understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures. Demonstrated knowledge and expertise in financial practices, with the ability to maintain complex budgets and make budget reports.
Leadership: Management experience to include demonstrated experience developing teams and individuals in a collaborative work environment. Demonstrated experience planning, organizing, leading, and monitoring a wide variety of activities and team efforts to their successful completion.
Knowledge & Expertise: Demonstrated knowledge of Conduct of Operations and experience in implementing sound conduct of operations principles. Ability to manage complex projects with limited resources in an environment of conflicting priorities.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Essential Job Functions (can perform with or without reasonable accommodation): Climbing ladders and lifting/carrying 20-30 pounds.
Desired Qualifications:
Experience with operations in moderate hazard or nuclear facilities.
Demonstrated experience and understanding of the following aspects of operations management as applied to a moderate hazard facility: Systems engineering, work control, hazard identification and analysis, formality of operations, safety basis, configuration management, maintenance management, and project management.
Demonstrated project management experience for maintenance and construction projects.
Experience and understanding of DOE O 232.1 reporting to include running fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings.
Experience using a computerized maintenance management system (CMMS).
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th.
