BRIEF POSITION SUMMARY
Performs advanced (senior-level) contract administration work, overseeing the execution and administration of large-scope or high-dollar contracts, including defining requirements, negotiating terms, awarding, developing, and monitoring contracts. May supervise the work of others. Develops and oversees various projects, including planning, organizing, coordinating, and preparing bid specifications; preparing procurement documents; and maintaining project records. Assigns and supervises the work of others. Reports to the Contract Management Branch Manager in the Construction Facilities Management Office (CFMO). Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
WORK HOURS: Tuesday Friday, 10 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Collects and analyzes data in areas such as workload, administrative practices, staff utilization, organizational structure and development, and space utilization.
Monitors and evaluates current organizational, procedural, and operational systems to ensure effectiveness, efficiency, and compliance with established guidelines.
Consults with management to initiate studies, identify priorities, and define study scope, purpose, objectives, time frames, and resource requirements.
Researches historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.
Researches new or improved business and management practices for application to agency programs or operations.
Develops recommendations for improvement and corrective action to standardize or improve organizational systems.
Conducts studies of employees or organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.
Prepares comprehensive technical reports and records to analyze data, evaluate alternatives, and develop well-justified recommendations.
Oversees monitoring and/or monitors legal and regulatory requirements pertaining to contracting.
Monitors project performance for compliance, effectiveness, and efficiency to establish standard guidelines.
Researches, advises, and assists the Contract Branch Manager with negotiating complaints and resolving disputes.
Reviews Branch related fiscal expenditure reports for completeness, appropriateness, and accuracy. Coordinates disposition of findings with the Resources Management Branch.
Oversees the development of and/or develops bid evaluation instruments; the modification of solicitation, contract boilerplate, and other contract-related documents; and develops contract administration policies and procedures.
Oversees the development of and/or develops solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications.
Oversees the negotiation of and/or negotiates contract renewals and amendments.
Coordinates the risk assessment process for contract monitoring and planning.
Resolves audit exceptions by defining causes of errors and recommending appropriate dispositions.
Conducts training on new methods and procedures.
Conducts special projects.
Reviews industry developments and makes recommendations for possible agency application.
As necessary, represents the Contract Branch on behalf of the Contract Branch Manager.
May plan, assign, and/or supervise the work of others.
Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
Performs related work as assigned.
