The Attorney Deputy General Counsel 1 serves the State and the Louisiana Department of Health (LOH) in a highly responsible legal, consultative, administrative and supervisory capacity as a Deputy General Counsel 1 in the Bureau of Legal Services. This position serves as supervisory chief legal counsel to the Bureau of Health Services Financing within the Office of the Secretary on matters relating to the Medicaid Sections: Program Integrity, Surveillance and Utilization Review; Medicaid Recipient Fraud; Medicaid Program Operations; Medicaid Managed Care; Medicaid Waivers; Medicaid Eligibility; Medicaid Rates and Audits; Medicaid HIPM Compliance; Medicaid Pharmacy Program; Medicaid Recovery and Reclamations; Medicaid Compliance (fee-forservice, Medicaid waivers, and Medicaid managed care); Medicaid Expansion; Medicaid Reimbursement/Financing; and Medicaid Long-Term Care (including matters relating to the LOH Office of Adult and Aging Services).
Minimum Qualifications
Possession of a current Louisiana license to practice law plus five years of experience as a practicing attorney.

Provides highly technical legal advice, assistance, and consultation to the Secretary, Undersecretary, Deputy Secretary, Medicaid Director, Assistant Secretaries, Executive Counsel, General Counsel and other Deputy General Counsel(s). This position receives direction from the Executive Counsel, General Counsel, and Deputy General Counsel 2.
Represents the Department in complex Medicaid litigation in federal, state, and administrative courts.
Direct supervision over at least two attorney supervisor positions and their respective staff attorney positions (functional supervision over minimum of additional eight attorney positions, 10 total attorney positions), as well as one program manager position.
Handles special litigation projects involving state or federal Medicaid issues and litigation projects of Department-wide impact or significance.
