What we want
The Assistant Director, Budget and Finance assists with oversight of business operations, the direction of program activities, and the development and implementation of program evaluation techniques. Assists leadership with strategic planning, setting program goals and year-end reporting. Plans, organizes, and assists with the direction of day-to-day activities and develop and implement business administrative functions for the department, including policies and procedures that will improve daily operations. Supports subcontract management activities from development to closeout. Works with minimal supervision, with latitude for initiative and independent judgment.

Qualifications
Required Education and Experience
Bachelor's degree in relevant field or equivalent combination of education and experience.
7 years of business operations and/or management experience
Preferred Qualifications
Proficient in Microsoft Excel, Word, PowerPoint, and Outlook and Video Conferencing Applications
Experience working on Grants, experience with invoicing, subcontractor management, procurement, and other business processes
Experience working with Sponsored Research Services
Knowledge, Skills, and Abilities
Experience working on Grants, experience with invoicing, subcontractor management, procurement, and other business processes
Knowledge of word processing and spreadsheet applications
Knowledge of budgeting processes
Ability to multitask and work cooperatively with others
Excellent written and verbal communication skills

Responsibilities
Business Operations Oversight
Oversees business operations, which includes oversight of contracts, addressing budget matters, understanding general business operations, and guiding work teams
Develops and implements business administrative functions and sets standards for achieving goals. Assists with preparation of proposals and contracts
Assists with preparation of budgets and financial monitoring
Coordinates with sponsors and TAMU Sponsored Research Programs on budgets, contract negotiations, and contract amendments
Coordinates year-end budget roll-over requests and prepares consolidated reports for review, approval, and submission
Provides technical assistance and training developing and formulating annual budgets
Program Direction
Assists Vice President and Director and other program management staff by directing program activities
Oversees program progress against the statement of work and executed contracts
Determines work priorities with respect to invoicing, budgeting, and reporting, and ensures timelines are met
Develops goals and objectives for programs and participates in strategic planning with leadership
Develops and implements techniques for evaluating program activities
Implements written communications and other methods to effectively disseminate budget-related information and processes.
Supervision and Direction of Staff
Serves as the supervisor over the business operations of the following departments: ARCHI, CLRC, IBT and TI
Provides oversight of employees, assessment, and evaluation of staff
Trains staff on new and existing business procedures
Locates and applies s ystem policies and regulation and University rules for business staff
Participates in the hiring and training of subordinate business classified staff and provides supervision
Analyzes staff workload
Recommends application of work duties and priorities
Assigns duties and monitors work progress
External Reporting
Assists with the preparation of the annual grant confirmation process and SEFA/SPTR reporting for Texas A&M Health Science Center to ensure compliance with existing State of Texas and TAMU System financial reporting guidelines.
Administrative Functions
Assists Director with administrative functions.
Coordinates records retention and maintains references and resource materials.
Monitors compliance with policies and procedures.
Reviews travel for compliance with State and Federal guidelines and proper account numbers. Respond to ad hoc requests, reporting information, and other issues as they arise.
